Job summary
The role of the Defence Fire and Rescue (DFR) is to provide a central Departmental focus for all fire matters (outside of those responsibilities held by the Defence Safety Authority (DSA)). The Chief Fire Officer DFR is accountable to the Permanent Secretary for Defence (PS), via Director Support Air Command, for supporting Defence in its delivery of appropriate Fire Risk Management (FRM) that complies with statutory Legislation and regulatory standards. As the Ministry of Defences (MoD's) formal intelligent customer, and the Department's Senior Fire SMEs (Subject Matter Expert), DFR HQ is responsible for managing Defence's exposure to fire risk at the corporate level, ensuring that consistent and coherent advice on mitigating the business and capability risks posed by fire is available across the Department. DFR HQ is the focal point for all Departmental matters relating to FRM across the Defence, including on Deployed Operations, and other synergistic activities which improve FRM and safety. As the Group Manager Fire Safety Policy within the Strategic Capability and Policy (SC&P) Business Unit (BU) within the DFR HQ you are directly responsible to the AM Fire Safety Policy SC&P BU for the development and review of policies and procedures necessary to enable Defence to implement and maintain a coherent and consistent approach to protecting Strategic and other assets and capabilities from loss from fire.

Key responsibilities of the role include:
- Supporting the Area Manager Fire Safety in consulting and developing a methodology which will accurately define Defence’s requirements and enable targeted and proportionate Fire Risk Management solutions.
- Providing SME support with the programme of review and amendments of MOD/DFR Fire Risk Management documents/Instructions to ensure standards and guidance, remain compliant with legislation, regulation, and MOD requirements. This includes providing technical input to Joint Service Publications such as JSP 426 (Defence Fire Safety & Risk Management).
- Providing and supporting an escalation process to Defence stakeholders where a determination or higher-level Suitably Qualified and Experience Person support is required.
- Defining and managing the requirement for Fire Safety Management Plans that sit out of scope of MOD’s contract with Capita for Fire & Rescue services.
- Undertaking scrutiny for Fire Risk Assessments delivered by Fire Safety Practitioners operating on the Defence estate.
- Providing technical support to DFR’s Senior Fire Safety Manager (Area Manager) forward deployed within the Defence Infrastructure Organisation.
- Liaising with the Defence Fire Safety Regulator (DFSR) to ensure Defence Fire and Rescue fire safety strategies, standards, procedures, and guidance remain fully compliant with regulator policy requirements.
- Leading and supporting internal Defence Fire safety Working Groups which contribute to the improvement of fire safety across Defence.

To be successful in this role the ideal candidate will be able to demonstrate the following Emergency Fire Services Management (EFSM) modules (Fire Service National Occupations Standards (NOS)):

This is a uniformed Defence Fire and Rescue Service Group Manager post available to current competent Group Managers, current competent Station Managers on promotion or an individual who can demonstrate the correct competencies and experience for this role at Station Manager level (Military Equivalent – Flt Sgt/CPO/WO) or higher.
The successful candidate will be required to undertake a DFRS Operational Fitness Assessment (OFA) prior to employment and be subject to further assessments to confirm their fitness for duty and general well-being, in accordance with the DFRS medical standards.
