Job summary

We are seeking an experienced Business Analyst to join our Operational Performance and Data Strategy team, as part of our plans to upgrade and modernise our data platform (Programme Ocean). The team sit within the Sector Performance directorate and shape how data is utilised across Ofwat and the sector through the delivery of Ofwat's data strategy.

The Data Strategy team provide other teams with practical solutions that result in efficiencies, enhanced visibility and access to data, as well as effective decision making and insights. They also lead on the development of our new data platform. The work of the team is important in creating the conditions for a sector that meets stretching performance commitments and that delivers for customers, the environment and stakeholders over the long term. 

You will work closely with colleagues across Ofwat and with third party suppliers, to lead on the analysis of business requirements and user needs contributing to our exciting data platform modernisation programme. You need to have experience in documenting current business process and in process redesign, you will also have experience in working on data projects, analysing, and documenting complex dataflows, possess good written and oral communication skills and also have well-developed stakeholder management skills.

Job description

The Role

  • Work closely with colleagues, bridging the gap between technical and business teams to understand and translate business requirements.
  • Work with Head of Data Strategy and Programme Lead to scope the breadth and depth of the new architectural landscape.
  • Generate process maps and document current data flows, identifying areas for improvement and make recommendations for changes to business processes.
  • Work with users to evaluate and prioritise requirements and document user stories.
  • Work with users to understand the technical capabilities and limitations of the 
    existing solution.
  • Have excellent communication skills and be able to inform and influence others.
  • Provide support to colleagues, proactively sharing skills and knowledge.
  • Develop your skills through continued learning and development.

Key Deliverables

  • Support the project team in developing the business requirements for our new data platform, reviewing and analysing requirements to ensure that are clear and 
    compatible with our aims in our strategy.
  • Lead the delivery of workshops to identify and prioritise business requirements to feed into the new data platform.
  • Document current dataflows and process maps which contribute to the continuous improvement of data and insights within the organisation.
  • Seek out opportunities to improve Ofwat's use of data through identifying opportunities for standardisation.
  • Creation of documentation to support both the existing solution and new solution and contributing to testing and guidance.
  • Ensure new products meet business needs and are aligned with Ofwat's strategy

Person specification

To be successful in this role you will need the below essential experience, skills, knowledge and attributes:

Experience, skills and knowledge 

  • Lead Criterion: Experience working in or with public sector organisations, or with the Utility Sector.
  • Experience of Agile Project Management delivery.
  • Experience or knowledge of Microsoft Fabric and Purview.
  • Demonstrable experience of working on a large-scale data transformation programme.
  • Strong business process modelling skills, capturing existing processes and designing new processes.
  • Highly effective at translating business requirements into user stories in a format that is easily consumable by the Agile team.
  • Experience generating robust documentation to support the rollout of new systems.
  • Proficient in business and technical stakeholder management, sensitive to the needs of each stakeholder yet comfortable to challenge where appropriate.
  • Competent facilitator of workshops to achieve focused outcomes.
  • Proven experience working independently.
  • Excellent written and oral communication skills, with the ability to communicate to a wide range of audiences.
