The Delivery Team Leader (DTL) will be accountable for meeting all expected delivery targets and will work alongside Veterinary and Technical advisors to develop and assure high performance of veterinary team members.

Job description

We have one exciting opportunity for a Delivery Team Leader to join our England Field Delivery Team or Wales Field Operations Team.

Utilising your excellent interpersonal skills, you will provide leadership and line management to a multi-disciplinary team based in Llandrindod Wells or Horley/ Canterbury.

Ensuring the effective and efficient deployment of resource to meet delivery requirements, the Delivery Team Leader (DTL) will be accountable for meeting all expected delivery targets and will work closely with Veterinary and Technical advisors to develop and assure high performance of veterinary team members. 

This is a varied role, and you will have the flexibility to turn your hand to different tasks as the situation demands. The key responsibilities include, but are not limited to:  

  • Lead a professional veterinary team, helping to prevent the introduction of notifiable diseases and invasive species, safeguard animal welfare, and facilitate international trade.
  • Be accountable for prioritising resource and workloads across the teams to maintain a quality service and delivery regulatory activities.
  • Be accountable for maintaining collaborative relationships with Operational Partners and other Stakeholders.
  • Be accountable for maintaining collaborative relationships with key teams with the Defra group family to help ensure regulatory activities are delivered correctly and consistently, and procedure and policy thinking is undertaken with understanding and evidence from our Operational teams.
  • Provide leadership and direction to the delivery group members whilst cultivating collaboration, understanding quality assurance and continuous improvement benefits.
  • Support and participate in out of hours management rota.

Some travel to attend training and face-to-face meetings, which may include overnight stays.

Person specification

We are looking for candidates who can demonstrate the following skills and experience: 

  • The post holder will be required to possess great organisational skills with an ability to manage multiple projects at once.
  • Proficient in use of Excel to effectively provide good management information and who can clearly communicate that information appropriately to different audiences.
  • Demonstrable line management experience is essential. You will be able to provide examples of leadership and direction setting to delivery group members whilst cultivating collaboration.
  • The post holder must be able to work flexibly, proactively support others and have resilience at times of challenge. You will need to prioritise work and operate at a fast pace both independently and as part of a team.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home.

Selection process details

Sift 

Should a large number of applications be received, an initial sift may be conducted using the Personal Statement. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.

Interview

Location 

Please be aware that this role(s) will be contractually based in a Defra group workplace/office. 

For most candidates your hours of work will be a blend of working from an  APHA workplace (specific to the team location) with working at home.  

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra’s location policy and site capacity, prior to proceeding with pre-employment processes.

Successful applicants currently employed by the hiring Defra organisation for this post may choose to remain in their current contractual location or may choose to change contractual location to one of those listed above. This should be discussed and agreed prior to proceeding with pre-employment processes.

Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.

Reserve List 

A reserve list may be held for a period of 12 months from which further appointments can be made. 

Near miss 

Candidates who are judged to be a near miss at interview may be considered for other positions in Defra which may be at a lower grade but have a potential skills match. 

Merit Lists 

Where more than one location is advertised, candidates will be posted in merit order by location. You will be asked to state your location preference on your application. 

The FTA contract is up to 31st March 2025 but is advertised with the possibility of extension or permanency. The permanent post will be offered to the highest scoring candidate. 

Salary 

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

This post will therefore begin from the agreed start date and end on 31st March 2025.
