Job description
The Head of Group Reporting & Cash Management role is an exciting opportunity for an experienced accountant looking for a new or stretching challenge. The post holder will work across a diverse and complex set of budgets, lead the production of accurate, timely and insightful management information and treasury management for the DHSC Group.
We are looking for a collaborative and visionary leader to work across all other finance teams to bring together information into an accurate, clear and understood position both within the detail and high-level narrative. The role holder will provide valuable insights at pace to inform critical decision making and provide technical advice on policy developments to support the department to live within control totals.
The role offers the unique opportunity to lead across a range of finance teams and provide regular advice to senior finance officials.
Person specification
As the Head of Group Reporting & Cash management you will be responsible for:
- Leading the delivery of monthly DHSC Group management account reports (resource and cash) for use internally and externally (by HM Treasury and the Office for National Statistics).
- Working closely with finance teams to review forecasts and understand the drivers of emerging risks and reliefs. Analysing large data sets to understand and challenge the year to date spend and collaborating effectively with a range of stakeholders to bring together and increase the accuracy of DHSC Group forecasts, used to advise HM Treasury and Ministers.
- Ensuring data is accurate, timely and insightful, translating detail into a high-level strategic narrative, providing advice on the in-year position concisely and confidently to the Finance Director and Finance Director General. Recommend appropriate and proportionate management action to manage within control totals and that enable effective decision making.
- Leading the delivery of the Department’s biannual Parliamentary Estimates, which provides DHSC with the legal authority to incur spend and is the formal mechanism for agreeing in-year budget changes. Ensuring that senior stakeholders are informed of the key issues, risks and opportunities.
- Leading the DHSC Group budgetary outturn and public narrative in the year-end DHSC Group Annual Report and Accounts, ensuring complex HM Treasury budgetary classification is accurately reflected.
- Leading the DHSC Treasury function which includes setting the DHSC annual cash limit; overseeing cash flow; accurate forecasts and monthly draw down from HM Treasury.
- Leading efficiency improvements and harnessing automation opportunities across the various reporting cycles, outputs and systems to improve financial management.
- Providing expert technical budgeting advice for complex financial transactions, enabling teams to accurately budget and forecast in complex and novel spending areas and liaising with HMT Treasurer of Accounts and Consolidated Budget Guidance experts to problem solve.
- Being an inclusive and visionary leader, developing and motivating a high performing team to deliver stretching goals. The post holder will be directly responsible for a small team and be an active part of the branch leadership team.
Key skills and experience required for the role
- You are confident working with large data sets, budgets and complex group interactions and have an excellent track record of delivering high quality financial and management information, reports and analysis to inform decision making.
- You have excellent communication skills and are able to present complex and technical financial information to senior stakeholders using a variety of tools.
- You are a visionary, collaborative and inclusive leader who drives improvements through automation, delivers efficient and effective processes and develops high performing and expert teams.
- You are a qualified accountant (CCAB or equivalent) with a strong understanding of UK Government Financial Reporting and UK Government budgeting classification rules that you can demonstrate applying in practice.
- A self-starter, comfortable with working in a fast-moving environment, and a proven ability to plan and manage competing priorities to work at pace.
Your normal place of work will be your contractual primary workplace, usually either London or Leeds. (delete/add as appropriate) Within DHSC we offer non-contractual hybrid working. The expectation at present is a minimum of 60% of your working time spent in the office, enabling in person interaction and collaboration, and enhancing team working, learning, and support.
You will be asked to express a location preference during the application process. Please be aware that this role can only be worked in the UK and not overseas and some travel may be required across the DHSC estate.
Opportunities for some working from home may be available; other flexible working options may be discussed with the hiring manager in line with individual circumstances and business need.
There are a limited number of DHSC colleagues who have existing agreed homeworking contracts resulting from Our Future Estate Programme 2023-2024. Colleagues covered by these arrangements are eligible to apply for this role whilst continuing their agreed existing home working arrangement. Occasional travel to DHSC offices or other locations may still be required according to business need. Travel and subsistence will be provided in line with the pre-agreed homeworker arrangements.

New Entrants to the Civil Service

- Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff

- Mobility: Mobility clause in contracts allow staff to be mobile across the Civil Service
