Job summary
The IPA is the government’s centre of expertise for infrastructure and major projects. We sit at the heart of government, reporting to the Cabinet Office and HM Treasury. Our core teams include experts in infrastructure, project delivery and project finance who work with government departments and industry. We support the successful delivery of all types of infrastructure and major projects; ranging from railways, schools, hospitals and housing, to defence, IT and major transformation programmes. We lead the project delivery and project finance professions across government.
Our purpose is to continuously improve the way infrastructure and major projects are delivered, in order to support government priorities and improve people’s lives. We aspire to create the best-performing project system of any country in the world.
The IPA works with government and industry to ensure projects are delivered efficiently and effectively, and to improve performance over time. We work on the overall project delivery system, which includes the projects, people and processes that together create the right environment for successful delivery. We measure how well the system is performing, so we can learn important lessons and continuously improve project performance over time.
The team contributes to the overall work of the IPA in four service areas:
- Build a skilled, valued and respected profession through the use of targeted interventions. This is done through learning and leadership products, ensuring we have a diverse and robust pipeline, and orchestrating the accreditation of members of the profession.
- Lead the function’s data collation and analysis from across GMPP and more broadly. It provides tools, insight and data to enable better outcomes for projects at the IPA portfolio and programme level.
- Enables the function to continuously improve and hold itself accountable by supporting its governance, management and strategic direction and driving its maturity by setting standards, best practice guidance and developing other capabilities.
- Build an engaged and connected community across government. This is done through regular communications and events, and by supporting the adoption of products and services to bring about change that benefits individuals and organisations by helping the government to run more effectively and efficiently.
Job description
The Infrastructure and Projects Authority is the home of the government’s project delivery function and is responsible for:
- Setting the standards for and enabling the set-up, development, delivery and assurance of portfolios, programmes and projects.
- Setting professional standards, building capability and capacity through learning and providing the mechanisms through which professionals can develop their career.
- Providing the data, benchmarks and insights needed to understand and predict performance, and drive targeted continuous improvement and interventions.
- Setting the strategies needed across government to develop and improve project delivery and meet UNSDG goals overall building a community of informed and celebrated professionals through communications, events and campaigns
We are looking for a senior content designer for the Government Project Delivery Hub. They will lead, manage and deliver service and content design work package(s) of improvement in response to a recent discovery exercise, and continuous improvement. Occasionally, they will also be expected to design project delivery content for gov.uk.
This is an exciting role that has the opportunity to shape, influence and make a critical change to how the public sector accesses and consumes project delivery knowledge. This will support the delivery and management of all government projects, programmes and portfolios delivering better project outcomes.
Responsibilities and Duties
The responsibilities of the role will be to:
- Develop, design, and continuously update the hub design system to align with wider project delivery branding.
- Update content design and webpage design as needed to ensure alignment with the hub design system.
- Uploading content as a web administrator writing basic html code when needed.
- Gain a deep understanding of end-to-end user journeys and how content is affected within these journeys, including with other services that interface and integrate with the hub.
- Identify where user journey fixes or content improvements need to be made.
- Take responsibility for assuring the quality of all content published.
- Work with content owners to design and re-work proposed content to align with content design principles and the design system of the hub.
- Coach and guide content owners to improve content submissions, including policy, guidance and communication content.
- Create and design content.
- Ensure that content is regularly reviewed and evaluated, contributing to continuous improvements and iteration.
- Understand the different types of user research, evidence and data and how they’re used at different stages of product/ service development (alpha, beta, live).
- Formulate hypotheses, gain insights from research and make decisions based on findings, clearly explaining how decisions have been made.
- Evaluate quantitative and qualitative data and prioritise and define approaches to best understand users.
- Champion user research to focus on all users.
- Put accessibility requirements at the heart of approaches to designing content, and encourage others to do the same.
- Choose and use the right tools or methods to use for content design.
- Understand how the needs of users can be best fulfilled using the hub, integrated and interfaced.
- Bring insight and expertise into how user needs have changed over time to ensure they’re met by the business.
- Apply strategic thinking to provide the best service for the end user.
- Identify and scoping functionality continuous improvement opportunities.
- Contract manage the supplier(s) to functionality improvements.

Person specification
Essential Criteria:
- Relevant formal qualification in content design, related discipline or equivalent work experience
- Experience in using design software, such as canva.
Desirable criteria:
- Experience with basic html code
- Experience in administrating a WordPress site or equivalent type content management system.
- Understanding of project delivery and the project delivery functional model, the initiatives that are ongoing to develop it and the profession that supports it.
- Understanding of the varied and interfacing technological landscape in government
- Understanding of the different type of United Kingdom public sector bodies
- Understanding of the gov.uk design system
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.

After submission of the first stage of your application you will be invited to complete a Civil Service Numerical Test and if successful a Civil Service Verbal Test. If you successfully pass the test, you will be invited to complete the final stage of the application.
