Job summary
As this is a temporary position existing Civil Servants are eligible to apply for this role but will only be considered on loan basis. Prior agreement to be released on a loan basis must be obtained before commencing the application process. In the case of Civil Servants, the terms of the loan will be agreed between the home and host department and the Civil Servant. This includes grade on return to Home department.
The Health and Safety Executive’s (HSE’s) mission is to prevent people being killed, injured or made ill by work activities.
We help businesses and people understand how the laws to keep people safe and well at work affect them and provide guidance on what to do. To help us achieve this we employ the largest concentration of health and safety experts in the country including frontline inspectors, specialists, policy delivery teams, economists, lawyers and administrators, all working together to help protect people.
HSE’s resource needs are varied and wide-ranging from administrative and corporate roles through to niche and often hard to fill specialist roles. These might be scientific or engineering roles and this variety makes our work in recruitment really unique and interesting.
Recruitment is HR’s current number one priority. Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours over 4 days.
You will be expected to travel to our Bootle HQ for team meetings approximately once a month.
Job description
As a recruitment campaign manager, your goal will be to attract a diverse range of good quality candidates to work for HSE through a positive candidate experience.
We deliver a variety of external recruitment activity ranging from single vacancies through to large-scale campaigns. You will work closely with other vacancy holders, other campaign managers and our Talent Attraction Lead to deliver specific vacancies and recruitment projects with an emphasis on talent attraction.
You will be accountable for ensuring all candidate journeys are positive from application to start date including monitoring the work of recruitment advisors during the campaign. As part of managing a positive candidate journey you will also work in a team with senior campaign managers on larger recruitment marketing campaigns or at assessment centres.
Key Responsibilities
- Plan appropriate, cost-effective advertising and making best use of HSE’s own advertising routes. Updating and publishing adverts on relevant HSE platforms.
- Manage the successful delivery of your vacancies through to completion, maintaining and ensuring candidates and vacancy holders are kept informed of progress.
- Update and regularly use recruitment systems, databases and reports, producing vacancy and candidate information to monitor progress, support team performance and to help evaluate recruitment outcomes.
- Communicate and negotiate offers of employment, working with vacancy holders and wider Human resources colleagues.
- Manage the efficient delivery of post- interview activity through to start date. Carry out checks on appointment work through to contract stage, ensuring recruitment administration is completed accurately, within SLA’s and issues are identified and dealt with quickly.
- Ensure that recruitment team guidance and documents are maintained, and that relevant HR guidance is accurate. Draft changes and help communicate these appropriately.
- Ensure key management information is captured and recorded correctly.
- Line management of recruitment advisors.

Essential Skills
- Previous knowledge and experience of recruitment including advising vacancy holders on process and best practice.
- The ability to plan and prioritise your own workload, including the management of multiple workstreams to set delivery deadlines.
- Communicate effectively, understanding the needs of colleagues and different customers.
- Experience of maintaining accurate databases and producing information reports, preferably recruitment or HR systems.
- The ability to act as a positive role model by motivating and leading others.
- The ability to work and deliver to set timescales and deadlines.

Sift information
The sift will take place during week commencing 28th October when you will be assessed on your Personal Statement.
Interview information
Interviews will take place via Microsoft Teams during week commencing 11th November when you will be assessed against the advertised behaviours.
