Where business needs allow, this role may be suitable for a combination of office and home-based working, therefore you must consider if any of the above locations are within a reasonable travelling distance. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business (i.e. detached duty) or work in another MOD office, will also count towards this level of attendance. Job summary

DIO provides the infrastructure which supports the ability for this country’s Defence operation to live, work and train in the UK and abroad. Our teams play a key role in delivering the UK’s Defence objectives and are responsible for a land mass which represents 2% of the entire UK.   

Our estate is incredibly complex but highly interesting, and for the right candidate who’s interested in empowering a Commercial team to deliver great supply chains to deliver across the Estate this would be a fantastic role. 

Our commercial teams manage ~300 contracts at any one time with a total value of £25BN+. This huge scale means that we link closely into MOD and Government commercial networks and best practice via the GCO.

DIO Commercial Strategy: This strategy explains how the Defence Infrastructure Organisation (DIO), part of the Ministry of Defence, aims to transform the way it does business. The strategy has a focus on increasing supplier numbers, offering greater opportunities to small and medium-sized enterprises as well as to larger suppliers. The strategy also gives information on the types of opportunities available to prospective suppliers. 

DIO Procurement Pipeline: DIO spends around £3-billion each year buying infrastructure services in the UK and overseas. The Procurement Pipeline replaces the Procurement Plan and complements the DIO Commercial Strategy. 

It aims to inform the industry of what DIO plans to buy on behalf of its Armed Forces customers. The pipeline is updated regularly to ensure that the latest information is available.

About our Sensitive Projects Team

Sensitive Projects’ are a dedicated team providing Commercial support to delivery of Sensitive Defence infrastructure projects across the UK. We manage large construction projects on high security military bases working with teams with the highest levels of security clearance. We provide Commercial support throughout the life of Projects and Programmes from initial Procurement Strategy development through to Project / Programme closure. We do everything from compiling and issuing tenders, negotiating, and placing contracts including changes and contract management activities. 

In this role you will lead the procurement process, contribute to delivering commercial excellence for your department and provide a customer-focused service. The role is varied as you will be expected to use your commercial expertise to work on and manage all stages of the procurement process, from gathering requirements from across the business in line with market research.

You will lead a team, building their confidence to drive performance and manage setbacks. The role will also require you to use your commercial expertise to identify opportunities for improvement and implement these changes at a local level by working with affected parties to identify and overcome challenges.

As a Commercial lead in Sensitive projects: 

In addition to the above you will contribute to delivery of commercial excellence for your department and provide a customer-focused service, while minimising risk and ensuring Total Cost of Ownership (TCO) is considered.

You will lead a team, building their confidence to drive performance and manage setbacks. The role will also require you to use your commercial expertise to identify opportunities for improvement and implement these changes at a local level by working with affected parties to identify and overcome challenges.

You will be the trusted advisor in sourcing and commercial initiatives to both stakeholders, and your team, ensuring compliance to the appropriate processes and operating procedures.

Locations
The successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. When selecting your location listed in this job advert please be aware that this will be your contractual base location with a requirement to spend a minimum of 60% of your working time in this organisational workplace.

Your time spent on official duties at workplace locations other than your contractual office such as supplier, customer or partner locations required to perform your role is included in the 60% attendance.

This requirement will however take into consideration any reasonable adjustments agreed upon appointment for people with a disability, flexibilities agreed for those with specific caring responsibilities, or other similar temporary flexibilities.

Person specification

This is a fantastic opportunity to lead in a complex operational environment, in an established team whilst contributing to some of MODs most important defence priorities. 

  • Building and maintaining strong working relationships.   
  • Providing strategic leadership and early involvement in customer requirements to shape delivery outcomes. 
  • Creative input and development of Procurement, commercial and associated contracting strategies. 
  • Providing commercial advice and guidance across a wide range of stakeholders.
  • Manage and lead a diverse team of civil servants and industry partners, developing a high-performance culture. 
  • Ensure all commercial activities represent best value for money. 
  • Manage commercial activities within the letter of delegation.
  • Negotiate and place contracts from existing construction frameworks or award standalone
  • agreements utilising the NEC 4 suite of contracts. 
  • Ensure compliance with regulations and policy, as well as best practice in a construction environment. 
  • Maximise use of procurement enablers and associated Management Information Systems to improve procurement. 
  • Must have prior experience in Construction or Infrastructure.
  • Must be willing to work towards MCIPs level 6 and obtain within 1 year.

This role includes line management responsibilities of 2x HEOs and 4x SEOs.

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Developed Vetting.

Technical skills

We'll assess you against these technical skills during the selection process:

  • Commercial Focus - Has strong commercial knowledge, understands the need for trade-offs in an area of responsibility, can apply the commercial principles within the boundaries of contract law
  • Builds Relationships - Demonstrates the ability to articulate commercial motivations and expected behaviours of stakeholders, suppliers and networks
  • Coaching Manager - Ability to manage and build confidence in a team in order to deal with setbacks, resolve internal issues and can implement change at a local level by working with affected parties to identify and overcome challenges
  • Procurement Process - Has experience in managing the end-to-end procurement process across an area of responsibility for high value and medium and high risk contracts
