Job summary

HM Revenue and Customs (HMRC) is the UK’s tax service. We’re one of the largest organisations in the country, with more than 60,000 employees, and we collected £843.4 billion in tax revenue in 2023-24.

The Director General, Change Delivery Group is principally accountable for delivering the largest cross-cutting transformation programmes across HMRC, with a particular focus on delivering the outcomes of the Comprehensive Spending Review together with any additional requirements as directed by Ministers. This is a complex area which typically involves key Government Major Projects Portfolio (GMPP) and high-risk projects. The overall budget for the group is circa £1.1BN for 2024/25.

Modernisation, reform and digitisation are key priorities for the Government and the Exchequer Secretary to the Treasury, the Minister responsible for HMRC and chair of the HMRC Board.

The Director General, working in partnership with fellow DGs, is responsible for overseeing the implementation of the programmes needed to deliver Government priorities, the Department’s strategy and HMRC’s commitments in the Comprehensive Spending Review.

As the Chief Project Delivery Officer, you will create capacity for HMRC to accelerate digital delivery. You will ensure the programmes are delivered to high professional standards and in line with approaches and standards set across Government by the Department for Science, Innovation and Technology and the Infrastructure and Projects Authority (IPA), as the professional leads for the Project Delivery profession.

In addition to collaborating with internal partners across Government and within HMRC, the postholder has a critical role in managing HMRC’s relationship with key external stakeholders who are delivery partners in, or impacted by, the Department’s transformation programmes.

Job description

Key Responsibilities

  • Overall responsibility for delivering HMRCs major change programmes including GMPP and those deemed high profile/risk.
  • Work collaboratively with the DG Enterprise Transformation to design and implement the change needed to deliver the Department’s future strategy. This role will ensure that tax policy and operational strategy are translated into effective projects and programmes that deliver HMRC’s blueprint.
  • Work with the Director General in Enterprise Transformation Group (ETG) and the Chief Financial Officer (CFO) to ensure the Portfolio has a credible plan to live within its financial allocation.
  • As part of this the Director General will be the Chief Project Delivery Officer and will hold Senior Responsible Owners (SROs) accountable for delivering the key cross-cutting programmes. In addition, they will lead a team that has the correct capabilities and methodologies to deliver to the highest standards of quality and cost effectiveness. They will also build and maintain talent pipelines and ensure an active CPD programme to build capabilities.
  • They will ensure smooth on-boarding of new change initiatives into the departmental portfolio with appropriate controls in place.
  • Act as the guardian for implementation of departmental standards on technology, process and data. Ensuring all change and transformation tackles resilience gaps and focuses on interoperability across HMRC and into the rest of government.
  • Work with the IPA to ensure correct rigour is applied to GMPP projects and programmes through gateways such as business case, reviews and project closure.
  • Ensure a positive working environment for their teams, focusing on wellbeing and ensuring an inclusive work environment. Maximise the benefits of regional and hybrid working.
  • Leadership responsibilities as member of HMRC’s Executive Committee engaging in decision making on the department’s overall direction and strategy.
  • Provide advice to HMT Ministers and the HMRC Board on the implementation of Government policies.
  • Governance responsibilities as a Commissioner of HMRC.

Person specification

The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria:

  • Experience of leading and operating major portfolios and/or programmes of very high complexity in a Government or public sector context.
  • Experience of working as part of an executive leadership team, impacting the broad accountabilities of the organisational strategy and delivery
  • Proven success through inspirational leadership with a clear track record of delivering outstanding performance as well as extensive experience of people management across large, complex teams - leading across geographically disperse locations and culturally diverse teams.
  • Proven ability of having strong judgement as the job holder will need to deliver a complex and interrelated portfolio as well as react in the face of delivery challenges and competing requirements. 
  • Effective and sophisticated influencing skills, with the gravitas and credibility to work in partnership with colleagues, external stakeholders together with the HMRC Board and Ministers, to set strategic direction, to operationalise strategy and to advise on complex project issues.
  • Resilience and experience to successfully manage high profile public and media scrutiny.

Qualification:

  • Relevant qualification in Project Delivery i.e. Major Projects Leadership Academy (MPLA) or APM Chartered Project Professional
  • As a senior Project Delivery leader in the Civil Service, our expectation is for continued professional development once in post. We are looking for the successful candidate to acquire Government Project Delivery Master Practitioner Level accreditation level once in the role, if not already qualified.

Assessments

Interview

You will be asked to attend an interview for a more in-depth discussion of your previous experience and professional competence. 

We will also ask you to prepare a 5-minute verbal presentation. Details will be issued in advance of your interview.

Interviews are expected to take place on w/c 16 December 2024 and will be held in person at 100 Parliament Street, London (full instructions will be issued prior to interview). Regardless of the outcome, we will notify all candidates as soon as possible once all interviews have concluded.
