Job description

This is an exciting opportunity to join our Intelligence Analysis and Assessment Command as a Higher Intelligence Analyst. In this role, you will work collaboratively across the team and its partner organisations such as National Crime Agency (NCA) and HM Revenue & Customs (HMRC) in order to assess intelligence and data from a range of sources, turning information into actions at strategic, tactical and operational levels in support of Government policy at home and overseas.

Training

Successful applicants will undergo a comprehensive training and development pathway, which will include structured analytical techniques. Continuing professional development will be encouraged and well supported, providing the successful candidates with opportunities to develop their intelligence analytical career through working in different teams and potentially through structured loans to other parts of the Home Office group and elsewhere in the public sector.

Key Responsibilities

As a Higher Intelligence Analyst, you will be expected to:

  • Monitor and understand the intelligence picture within your specific area of responsibility.
  • Take the lead for specific strands of work, aligned to current priorities.
  • Identify a range of relevant and credible information sources and recognise the need to collect new data when necessary, from internal and external sources.
  • Take ownership for your own professional development.
  • Ensure the use and development of analytical skills, tools and methodologies to enable sound judgments and recommendations in the provision of high quality, products that inform management decisions.
  • Engage with the wider analytical community and internal/external partners at all levels, improving the flow of information and intelligence into and from your area of responsibility in order to inform product development.
  • Lead by example and promote the Home Office Code of Behaviours and Values.
  • Proactively work towards and maintain professional accreditation.
  • Training and working with others may necessitate visits in the UK with an overnight stay.
  • Candidates must start with a minimum of SC clearance (this is obtained during pre-employment checks if you are successful in the role) but may be required to undergo DV whilst in post.

Please Note:

An employee may be required to carry out other duties within the scope of the grade and within the limits of their skill, competence, and training.

There is currently no line manager responsibilities in this role but this could change in the future.

Person specification

Essential Criteria

  • Strong communication skills (written and visual), with ability to articulate complex matters clearly and concisely.
  • Able to use creative and critical thinking skills to ensure assessments are robust, including application of structured analytical techniques.
  • Ability to plan and gather sufficient intelligence and information required to answer a customer’s question.
  • Able to build effective working relationships with relevant individuals and organisations.

Desirable Criteria

  • Demonstrable recent experience of working in an intelligence assessment environment as defined by Professional Head of Intelligence Assessment (PHIA) - (see attached), or have completed end point assessment in the Intelligence Analysis Apprenticeship Programme.
  • Intelligence Professionalisation Programme (IPP) Intelligence Analysis.

Selection process details

As part of the application process, you will first be asked to confirm your eligibility by providing some basic personal information.

After submission of this first stage, you will be invited to complete the following Civil Service Verbal and Numerical tests.

1. Online Test – by 28 October 2024

If you successfully pass the Verbal and Numerical tests, you will be invited to complete the full application form. Please complete the online tests as soon as possible (within 24-48 hours is recommended). If you fail to complete the online tests or full application before the deadline, your application will be withdrawn.  

Guidance for the Civil Service tests, will be available when you are invited to take the tests. The tests are administered online and accessed via the Civil Service Jobs website.

You cannot complete the tests on a mobile phone or tablet.

Following successful completion of your tests, you will then be asked to complete the full application form.

2. Application – by 28 October 2024

As part of the application process, you will be asked to complete:

  • Personal Statement (maximum 750 words).
  • Evidence of the Behaviour Making Effective Decisions (maximum of 250 words per Behaviour).

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3. Sift – week commencing 4 November 2024

The sift will be held on the Personal Statement and Behaviour Making Effective Decisions.

The Personal Statement will be scored for all candidates. Those candidates who achieve the minimum pass score for the Personal Statement will progress to a further sift where the Behaviour Making Effective Decisions will be scored. These candidates will receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the Personal Statement will not have their behaviour scored and will only receive a sift score for the Personal Statement.

Should a high volume of applications be received, the sift will be conducted only on the Personal Statement.

4. Interview – week commencing 25 November 2024

If you are successful at sift stage, you will be invited to an interview that will be:

  • Behaviours (as listed in the job advert) and Strength based questions.

The interview will take place on Teams.

If successful at the initial interview stage, you will be invited to attend an assessment centre where testing of your analytical aptitude will be carried out. Further details of what the assessment session involves will be provided prior to your session. 

The assessment centres will take place in Gatwick w/c 13th January 2025 and Manchester w/c 20th January 2025 and your session will last for approximately 4 hours.

Please note that dates are provisional at this stage.

Initial interview & Assessment slots will be allocated on a first come first served basis. It is important that once a slot has been booked by you for either the assessment centre or interview that you make every effort to attend or notify the recruitment team at the earliest possibly opportunity if you are unable to attend, so that your time slot can be re-allocated. Travel to the assessment centre and interview is at the candidates own expense and costs cannot be reimbursed.
