Job summary

Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.

Clyde Capital Infrastructure Programmes (CCIP) are programmes which involve new build facilities and refurbishment to support current and future operations at His Majesty's Naval Base Clyde. This includes Government Major Programmes & Projects. This is an exciting time to join the team, the delivery environment is both challenging and rewarding. 

The Secretariat and Communications Manager will provide support to the boards and committees who are tasked with managing the delivery of CCIP. This role will also lead on internal communications for the programmes in support of Head of Engagement. This role sits within an integrated project team and will provide support to cross organisational chairs or leads across the different programmes.   

This position is advertised at 37 hours per week. 

Job description

Boards 

  • Plan and control the management of board across CCIP. Ensure preparation of agendas and coordination of the briefing papers with programme leads, working with the Business Manager to coordinate the supporting logistics/administration.
  • Circulate papers, take and distribute minutes and action points. 
  • Liaise with attendee sponsors, board members, and the chair to ensure information is consistent and accurate.  

Communications

  • Coordinate all internal communications for CCIP, responsible for delivery and messaging of the CCIP Groups and Teams site announcements.
  • Responsible for internal Navy/MOD corporate branding of CCIP communications products and resources, ensuring coherence with MOD policy.
  • Support, management, and maintenance of Team SharePoint and associated directories for core communications, presentations, briefings.
  • Maintain, update the CCIP Communications Plan and ensure the regular drumbeat of communications.

General 

  • Capture learning from experience and evolve governance for boards across the programmes within CCIP. 
  • Team lead at communications working groups to ensure messaging is aligned across HMNB Clyde, Navy Command and other Top level budgets supporting in the programmes.
  • Support Head Engagement with the planning, coordination and delivery of major events across the programmes.

Person specification

Essential Experience: 

  • Experience working as a member of a large or medium complexity project team or as a specialist or work stream lead for a small, low complexity project. 
  • Good oral and written communications.
  • Experience of leading a virtual ‘team’ assigned to work from across functional, organisational or geographic boundaries to deliver high quality outputs. 
  • Experience of working with Microsoft office suite of artifacts.

Desirable 

  • Experience working within a communications role.
  • Demonstrable commitment to learning and using established project management methodologies to enable successful delivery

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
