Job summary

We are looking for some very special people, talented, enthusiastic and dedicated, to join our Procurement team. We need Procurement Specialists, and in this role you will work across FLS delivering regulated tenders and supporting contract management work.

Job description
Stakeholder Management and Communications
Lead in the establishment of User Intelligence Groups (UIG) for a portfolio of allocated pipeline projects, ensuring roles and responsibilities are clear and are appropriately discharged.
Manage and engage a range of stakeholders to develop and implement procurement strategies for high value/risk complex procurements, optimising value for money whilst ensuring key objectives and critical success factors are achieved. Be ready to challenge constructively and stand your ground when needed.
Lead and manage the preparation and recording of UIG and stakeholder meetings, workshops and other relevant communications related to allocated pipeline projects.
Represent the organisation at bidder days and supplier events, making presentation and leading Q&A sessions as required.
End-to-End Tendering
Lead UIGs and stakeholders through all stages of the procurement process in order to deliver high value/high risk contracts, in a timely manner, in line with procurement policy, best practice and legislation.
This includes, from initial conception: undertaking market research and engagement; tender strategy development; tender pack development; tender management; evaluation; contract reporting & award; contract drafting; and contract handover.
Within the scope of the Category objectives, demonstrate creativity, innovation and commercial acumen in developing and discharging tender strategies, paying particular attention to corporate and procurement objectives and targets.
Make use of various portals, systems and media channels to carry out effective end-to-end tendering, such as Public Contracts Scotland (PCS), Public Contracts Scotland Tendering (PCS-T) and the Observatory (for data analysis and reporting).
Ensure communications, evaluations and approvals are carried out within systems as required.
Contract Management
Ensure contracts within your portfolio are delivering to the required standards and provide value for money through cost savings and other benefits or opportunities.
Use formal systems for monitoring, managing and continuously improving supplier performance.
Ensure annual reporting of savings and statutory reporting of sustainable procurement delivered through the contract, such as community benefits and meeting climate reduction targets.
Oversee overall contract spend and dates, ensuring contract registers are updated.
Develop supplier relationships to maximise efficiency, collaborate towards common goals and reduce waste, environmental or social risks.
Work closely with procurement colleagues to implement contracts and ensure end users and suppliers have the information they need to deliver the contract.
Lead or support exit strategies, identifying and using Lessons Learned to inform future contract terms and strategies.
Monitor overall compliance of Key Performance Indicators and Service Level Agreements.
In the event of underperformance, implement improvement plans and carry out continuous monitoring.
Proactively identify and manage any risks that may impact on a supplier’s ability to deliver the
contract requirements to the desired standards.
Where required, modify existing contracts within the scope of Public Procurement Legislation. For specific contracts in your portfolio, lead supplier review meetings and follow up on actions.
Category Support & Continuous Improvement
Support Category Managers in undertaking research and developing information that feeds category strategies and continuous improvement initiatives.
Undertake peer reviews of colleagues’ project documentation for the purpose of quality assurance and peer learning.
Provide line management, support and or advice to procurement support officers within the team and those staff with Delegated Purchasing Authority across the organisation.
Actively contribute to and participate in continuous improvement activities and lessons learned sessions.
Lead, participate and support any other relevant initiatives that contribute to the delivery of FLS’s Procurement Strategy (or other FLS Strategy) aims, commitments and policies, such as supplier development activities, development of new processes, supporting recruitment, training and audit needs.
Person specification
Experience
Essential:
- A proven track record in understanding and delivering the full end-to-end strategic procurement process, including sourcing-strategy development, tendering, evaluation, selection/amendment of appropriate terms and conditions and negotiation, with a clear working knowledge of public procurement;
- Experience of data and market analysis with the ability to draw out key messages and findings to make recommendations that support decision making at senior levels;
- Strong communication and relationship building skills with experience of influencing and managing stakeholders at all

Technical
Essential:
- Demonstrable understanding of the Procurement Reform (Scotland) Act 2014, Public Contracts (Scotland) Regulations 2015 and the EU Procurement Directives;
- Applicants must either:
- have full membership of Chartered Institute of Procurement & Supply (MCIPS), or
- be working towards, or commit to working towards, achieving MCIPS within a three-year period.
