This C2/SEO System Accountant role is a great opportunity to help improve and assure financial systems in the Insolvency Service, ensuring that Finance and operational teams can work efficiently and safely to deliver great service to the public.
Job description
We are seeking to recruit a qualified or part-qualified System Accountant in our Finance, Commercial, Sustainability and Property directorate.
The role will report to the Head of System Accounting within the Core Finance team and will work closely with other functional areas within Finance, the wider Agency and across Government, requiring you to build a network of contacts to understand, improve and assure finance systems and processes.
This new role will focus on improvements to the Redundancy Payments Service (RPS) system landscape. RPS is a key area of the Agency's operations, providing support for thousands of people each year at a time when they may be at their most financially vulnerable due to redundancy.
The role offers exposure at senior levels, and the opportunity to work with multi-disciplinary projects.

Responsibilities
As a C2/SEO System Accountant, focussing on RPS, you will:
- lead Finance engagement with an upcoming project to improve the RPS system environment, as subject-matter expert for the relevant Finance systems
- provide functional oversight of ongoing use, development and utilisation of Finance systems related to RPS
- lead on internal and external audit queries regarding RPS systems where these interact with financial systems
- assure RPS business and system changes, working closely with colleagues across the Agency to ensure future changes align to relevant accounting standards, best practice and Government Functional Standards, protecting the Agency's ability to meet statutory accounting and control obligations and best practice in financial reporting and insight
- identify and support opportunities for improvement, including scoping RPS requirements for future financial systems, testing and change impacting
- engage with system support teams to understand any live issues and effectively collate and communicate Finance impacts to stakeholders
- report to the Head of System Accounting on matters relating to finance systems, and make recommendations for the endorsement of plans relating to these systems
- support the Head of System Accounting with demand management, capacity planning and relevant training & guidance across the System Accounting team, the wider Finance function and the Agency as relevant
Person specification
The successful candidate will:
- be able to quickly establish strong working relationships with expert colleagues in Finance, IT and operational areas to collaboratively tackle complex problems
- understand accounting requirements, particularly Government financial reporting (Government Financial Reporting Manual (FReM), Managing Public Money, Government Functional Standards) and payroll (RTI) requirements
- confidently and clearly explain technical finance IT functionality and accounting requirements in plain English, expertly communicating requirements, concerns and impacts verbally and in writing to stakeholders at all levels
- ensure that sufficient attention is given to documentation, assurance and testing of system design, fixes and enhancements to support financial control and audit requirements
- understand the business context of the financial systems, and work intelligently to achieve best possible outcomes for all stakeholders
- be able to prioritise demands and take ownership of workplans, working at pace and giving confident, evidenced expert advice to support delivery of tasks successfully and on time
- build knowledge on the Agency's structures, processes and systems, to support across the team where required
- engage with opportunities across the Government Finance Function to network and share System Accounting best practice across the sector.
- be required to attend the office at one of the locations listed for 60% of your working time, and occasionally attend other locations. This will count towards your 60% attendance.
Essential criteria
It is essential that the successful candidate either holds a recognised Professional Accountancy qualification (such as ACA, ACCA, CIPFA, CIMA) or is working towards qualification with the expectation of completing it within 2 years of taking up this post (this will be a contractual obligation, with full funding provided). They should also have recent practical experience in finance IT system design, improvement or management.

As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.
We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. This move would not attract financial assistance.
The 11 Regional Centres are : Birmingham, Cardiff, Croydon, Edinburgh, Exeter, Ipswich, Leeds, Manchester, Newcastle, Nottingham and Stratford.
Hybrid Working
Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.
Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs.
