About the group

Strategy, Planning and Budget operates at the heart of the Treasury to develop the Department’s overall strategy and business plan, assess performance and risk, and help deliver its objectives with a large, flexible project team who work on ministerial priorities across the whole range of the department’s policy responsibilities. We also co-ordinate the Chancellor’s annual Budget, the Finance Bill and the Treasury’s tax strategy, as well as coordinate the Treasury’s responses to the COVID-19 Public Inquiry and provide support to ministers and officials who are Inquiry witnesses. SPB also promotes excellent policymaking across the department and houses the Darlington Leadership Team, which works to ensure the successful delivery of the Darlington Economic Campus (DEC). 

About the team

The Growth Delivery Unit (GDU) is a new team established to drive delivery of the Chancellor’s priorities and support her leadership of the growth mission – the government’s ambition to grow the UK economy. We do that by combining policy, analytical, project management and data science skills to monitor the progress of policies and projects from announcement to actually delivering real-world outcomes; identify when and why progress is being blocked; and intervene to overcome those barriers. This role is part of our recruitment to put the GDU on a permanent footing across both our London and Darlington offices.

About the role 

This is a new role providing the opportunity to drive delivery of the Chancellor’s priorities and shape the government’s approach to the growth mission, which involves fascinating policy areas with a real impact on the UK economy. We are keen to attract candidates from a range of different fields and are primarily looking for someone who can work with a range of stakeholders and deploy strong organisation and coordination skills to deliver high-quality results in a busy and uncertain environment.

The post holder will have opportunities to influence ministers, senior officials, and special advisers and will need to collaborate with colleagues across the Treasury, other Government departments, and external stakeholders. The successful candidate does not need to have worked with Ministers or civil servants previously but must be able to demonstrate an ability to work collaboratively. They will also experience working closely with colleagues with varied skillsets and gain insights into a broad range of growth-related policies, mission-led government, and how to ensure policy is implemented and delivered effectively.

This role will be part of the branch which monitors the delivery of the Chancellor’s growth mission priority policies and projects, and helps solve any problems, barriers, and risks to delivery. This is a new role so its responsibilities will inevitably evolve slightly over time as the job and the GDU develops and the role holder should be willing and excited for that. At the outset, the post holder will be responsible for: 

  1. Supporting the Range E/Grade 7 line manager in planning and managing regular complex information-gathering processes across government to monitor project delivery. Currently this means assisting with and leading elements of the process to collate weekly updates on the delivery progress of the Chancellor’s top priority growth projects and policies; and working with the analysis and data science branch to continuously improve the process and automate elements.
  2. Building and managing relationships across government to support this process and wider collaboration.
  3. Developing an understanding of the policies and projects being monitored, the wider growth mission, and political and strategic drivers to support effective communication of these topics; identify strategically important issues; and spot risks and blockers to delivery progress.
  4. Working with colleagues across government to come up with effective and creative solutions to problems and barriers to delivery.
  5. Aiding their Range E/ Grade 7 line manager in effectively communicating delivery updates and proposed solutions to senior officials, special advisors, and ministers, including the Chancellor, verbally and in writing. Work with the analysis and data science branch to communicate via innovative presentational products such as project dashboards when appropriate. Currently we have a weekly Director General (senior official)/Special Adviser delivery stocktake meeting and a weekly Chancellor meeting led by the GDU Deputy Director. This role will be supporting preparation for these, including drafting speaking notes, annotated agendas, briefing notes etc. in partnership with/the oversight of the Range E line manager. This role will also produce a weekly email to seniors to increase the profile of the team and build/retain senior interest - supporting team leaders in communicating GDU’s role and responsibilities.
  6. Contributing to team culture and wellbeing - taking an active responsibility for the team’s knowledge management and supporting the induction of new team members.
  7. Other responsibilities may be added over time. This is a new role so it will likely evolve as the Growth Delivery Unit and its work develops, and applicants should be excited to help shape the role and take on new responsibilities where required, in discussion with their line manager and leadership team.
