Job summary
The Public Sector Fraud Authority (PSFA) is a fast paced delivery and operational team that is responsible for holding departments and arms-length bodies to account for their handling of fraud in the public sector. The Authority will write the standards for counter fraud work across government and hold public bodies to account against these. Working in the PSFA offers access to a wide range of stakeholders across government and the opportunity to work with various sectors in a high-profile policy area with high media, parliamentary and ministerial interest.
The Team
The PSFA was launched on the 3rd August 2022 following an increased focus in government on tackling fraud. It succeeded the Government Counter Fraud Function (GCFF) in the Cabinet Office. The PSFA is at the centre of this function and leads work across government and public bodies to improve the prevention, detection and recovery of fraud. The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector.
PSFA Intelligence Hub
The PSFA Intelligence Hub was established as a direct response to the emerging threat of the C-19 pandemic and the rapidly changing frauds being committed against schemes which were rolled out to provide support for the public. The need was identified for a centralised Intelligence function to facilitate and coordinate the flow of information across Government as well as providing the general public with an anonymous route to report information.
The PSFA Intelligence Hub is now in the design and development phase as it seeks to evolve and provide additional support for the wider Public Sector in combating fraud, corruption and bribery. The team is dedicated to enabling flows of intelligence across the Public Sector with a view to developing both Tactical and Strategic views around the threat of fraud targeting Governments £800bn annual spend. Critical to this process is the provision, to departments with reduced capacity and capability and other agencies, of intelligence that would not normally be known to or available in their own organisations.
The new PSFA Intelligence Model and Strategy was launched in March 2024 so this is an exciting opportunity to join a team, and an organisation dedicated to making a difference to how the Public Sector understands and deals with fraud committed against it.
Job description
We are looking for an experienced counter fraud practitioner who is passionate about transforming intelligence coordination across the public sector. They will have an ability to develop staff and be able to partner with multiple organisations, including law enforcement and private sectors engaging with stakeholders at a range of levels with confidence and ease.
Key deliverables and responsibilities will include:
- Providing expert input into guidance, to increase departmental intelligence capacity and capability.
- Oversight of the development of Intelligence colleagues.
- Lead on Intelligence triage, enhancement and dissemination as a subject matter expert.
- Leading engagement with cross sector stakeholders in law enforcement and business sectors to maintain established intelligence flows and receive feedback.
- Production of threat assessments and reporting to a senior level including Executive/Ministerial.
- Manage the scope and development for a centralised intelligence system to store and produce analysis of reporting.
- Ability to establish relevant processes and procedures to complete work.
- Quality assure all work to ensure products and services meet the required standards.
- Provide colleagues with the correct tools and resources available to them to do their jobs.
- Have a positive and focused attitude to achieving outcomes, despite any setbacks.
- Manage team performance against objectives, making suggestions for improvement or taking corrective action where necessary.
- Ensure that colleagues are supported where tasks are challenging.
Person specification
Desirable:
- Qualification in Intelligence Analysis or Counter Fraud
- Experience in producing Management information (MI) and executive reporting
- Training and development of staff
(Essential Criteria):
- Experience in leading teams in the provision of high quality fraud reporting
- Experience of working in a counter fraud, economic crime or anti bribery & corruption background;
- Experience in Intelligence and analysis and associated practice including the National Intelligence Model
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
