Job summary
The Directorate of Judicial Engagement Policy (DJEP) was established to improve the ability of the MOD to respond to the increasingly complex politico-legal environment surrounding preparations for and the conduct of military operations, and to handle MOD’s operational legacy.
DJEP’s Northern Ireland (NI) Legacy Team manage the MOD’s participation in investigations and inquiries into events that took place during the NI Troubles. MOD involvement in the Troubles primarily relates to activities undertaken by the Armed Forces as part of Operation Banner, which involved the provision of military support to civil authorities in NI between 1969 and 2007.
The team’s work can attract close ministerial and senior interest within MOD and partners across Government as it manages casework in the courts and the Independent Commission for Reconciliation and Information Recovery (ICRIR). The work is important and stretching, working with law enforcement partners, supporting and developing Departmental policy, ensuring veterans are provided the necessary welfare and legal support, and protecting national security during litigation.
The successful candidate will manage a number of NI legacy legal cases, providing direction to legal teams, reviewing information for sensitivity and fulfilling our duty of care towards former Service personnel.
Ongoing changes to the NI legacy legal framework make this is a fascinating time to work on these issues. The post holder will be responsible for addressing a variety of delivery and policy challenges and have the opportunity to help develop ways of working with the newly established ICRIR. There is an expectation of occasional travel to NI to meet partners and stakeholders and witness court proceedings first hand.
This position is advertised at 37 hours per week.
Job description
The post holder will be expected to:
- Act as a case manager for NI Legacy Inquests and ICRIR reviews and investigations, ensuring MOD discharges its duties and obligations in a full and timely manner.
- Work closely with the MOD Disclosure Coordination Unit, to enable the timely gathering and presenting material for disclosure.
- Work closely and professionally with internal and external stakeholders involved in inquests, reviews and investigations, including the Crown Solicitors Office Northern Ireland and the ICRIR Investigating Officers.
- Ensure the MOD’s legal team are properly instructed, to enable their articulation of the MOD’s position at time sensitive case conferences and court hearings.
- Ensure that MOD witnesses involved in either an inquest, review or investigations receive the necessary legal and pastoral support to enable their active participation in proceedings.
- Draft ministerial advice and correspondence, including letters, information notes, and submissions.
- Respond to public communications including Freedom of Information Requests, Ministerial Questions and Treat Official correspondence.
- Maintain accurate case and financial records on the appropriate management systems, identifying where possible, areas for improvement.
- Work with a wide range of internal and external stakeholders to agree priorities and objectives, this will include undertaking secretarial duties to ensure the smooth administration of meetings and collaborative ways of working.

The post will be based at MOD Main Building in London, so is expected to attract the relevant London weighting allowance per annum.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required working place adjustment. Requirements to attend other locations on official business, or work in other MOD offices, will also count towards this level of attendance.
