Job summary

We are looking for highly motivated, adaptable individuals to join us as Strategy Managers at the Regulator of Social Housing (RSH) in the Policy, Strategy and Impact team. The successful candidates can be based in Bristol, Birmingham, Leeds or Manchester.

This is an exciting opportunity to help ensure that the regulator’s strategies and policies promote a viable, efficient and well-governed social housing sector able to deliver and maintain homes of appropriate quality that meet a range of needs. You will be responsible for providing advice to our Board and Executive and will manage projects and resources to develop and maintain the regulator’s strategic direction, assess how effective the regulator’s activities are in meeting its objectives, and ensure that the regulatory framework remains fit for purpose.

Job description

As a Strategy Manager, you will provide expert advice on the regulatory framework to internal and external stakeholders. You will understand, analyse and evaluate the short and long-term impacts of a wide range of policy issues affecting the social housing sector and social housing regulation.

Working as part of a team, you will be responsible for leading projects and activities within a wider programme of policy, strategy and impact development work. You will ensure that the work delivered means that the regulatory framework and our approach to regulation is up to date, delivers the regulator’s objectives and is compliant with statute and other duties.

You will also develop and maintain strong links across functional teams within RSH and other key stakeholders to enable the regulator’s objectives to be delivered in a cohesive, collaborative, and joined up way.

Person specification

As a successful candidate, you will have experience of leading policy or strategy formation in either a housing or regulatory environment. You will have experience of evaluating the impact of the current political context on organisational policies and direction, with an appreciation of the challenges of working in a dynamic and uncertain political landscape.

You will also have strong strategic thinking skills and will be able to articulate the different factors which might impact the organisation’s strategy to others in a clear and appropriate way. You will have highly developed research and analytical skills able to draw on complex information from a wide range of sources to reach evidence-based conclusions and make reasoned recommendations. This includes generating and using evidence to better understand the impact of strategies, policies or other interventions on their intended outcomes.

You will have led teams to achieve solutions which meet organisational objectives and manage risk and will be able to deliver complex projects which require creative thinking and the ability to manage several interdependencies to inform changes to regulatory policy and strategy.

Along with excellent communication skills, you should be self-starting with an ability to plan and manage your own workload, as well as managing the input of others to meet deadlines.

Alongside your salary of £61,060, Regulator of Social Housing contributes £17,689 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
