Public Spending Group

The Public Spending Group is a high-profile and rewarding place to work.  We help the Chancellor decide what to spend £1.2trillion a year on and ensure government delivers value for money for the taxpayer. We are responsible for reporting to Parliament and the public on how taxpayers’ money is spent. We drive forward improved outcomes and efficiency in public services and make sure value for money is at the centre of decision-making through better evaluation, data and analysis. 

We advise on overall government policy on public sector pay and pensions, the biggest single driver of public spending. We collaborate with and directly support departments to deliver the Government Finance Function strategy, building finance, debt and risk capability across government and developing the management information, tools and frameworks to better understand and ensure value for money.

About the Team

The Finance Performance & Improvement Team is one of the central Government Finance Function (GFF) teams, responsible for driving finance performance, standards (GovS006: Finance) and leading practice to achieve a vision of a modern digital finance function that delivers quality services more effectively and efficiently.

For the last 3 years the team has also been responsible for the Functional Convergence Programme - a cross-government programme that has brought together Finance (GFF), Civil Service HR, Government Grants Management Function (GGMF) and Government Commercial Function (GCF) to deliver a single interoperable functional design - the NOVA Functional Reference Model - for adoption by departments, Arms Length Bodies and wider civil service organisations - particularly through the deployment of systems, Enterprise Resource Platforms (ERPs) and shared services.

A critical part of the model is a new suite of over 600 functional data standards hosted in a single integrated Data Dictionary. Looking ahead, we are passionate about driving data standardisation and supporting the functions in departments to adhere to leading practice data governance and drive significant interoperability benefits across the back office of government.

We are a twelve-person team working across a wide range of partners, providing the individual with the opportunity to be part of creating positive and long-lasting change across functional communities. The role offers exposure across government, including the chance to work and influence at the highest levels of the Civil Service. About the job:

The Functional Data Governance Manager is an exciting role for an experienced data professional, to own, govern and develop the newly created data standards and their attributes for four government functions. Working with data owners in the individual functions and a large cross-government group of functional (Finance, HR, Grants, Commercial) SMEs and digital professionals to drive consensus and adoption of the standards across all Government Departments.

You will be part of a growing community of data professionals and would be supported to undertake professional development opportunities by the HM Treasury Chief Data Officer, based in Darlington, with the expectation that you would promote excellence in data governance; and grow data and digital skills across HM Treasury.

Key Accountabilities for this role include:

  1. Define the strategy, vision, and development roadmap for Data Assets (Data Dictionary, Data Standards and Data Attributes) contained in the NOVA Functional Reference Model. Including, promoting inclusion of additional Data Standards from other functions, evolving, and enhancing the Data Asset’s scope and benefits.
  2. Act as the custodian for both the structure and content of the Data Dictionary (mastered in MS Excel), delivering excellent change control processes as the single point of accountability for changes to data standards and their attributes.
  3. Showcase excellent metadata management (as applicable) and embed adequate processes and procedures in product lifecycles to drive high quality outputs and standards, utilising Project, and Programme Management best practice methodologies (e.g. Agile).
  4. Proactively set and lead a development roadmap of changes to the Data Dictionary in collaboration with the NOVA Senior Product Manager; including, change impact assessments (to Data Dictionary as well as other NOVA Assets), sprint development planning, Unit Testing, User Acceptance Testing, release management, and issue/defect management.
  5. Encouraging, supporting, and challenging data owners in the development and use of standards across the functions and government departments, including providing training, guidance, and support to technical, data, function and department users as well as communicating the vision, value and benefits to senior partners.
  6. Establish a clear data standards ownership model across central functions, chairing cross-function data standards change boards and growing a data-literate community of practice to improve the benefits of data standardisation across the functions.
  7. Engage regularly with the Cabinet Office, Central Digital and Data Office (CDDO), and other leading government data functions and groups to align on Data Strategy, Data Principles, and Data Standards.
  8. Lead on Extract-Translate-Load (ETL) processes in collaboration with external supplier for data mined from ERPs/Enterprise Performance Management.

Qualifications

Agile Project Management Foundation & Practitioner OR-APM Project Management Qualification / Prince2 Foundation & Practitioner or equivalent.

Data Architecture, Technical Architecture or Service Management qualifications, ITILv4 Edition; TOGAF; or equivalent.
