Job summary

The Deputy King’s Harbour Master (DKHM) in Gibraltar works in close coordination with the King’s Harbour Master (KHM) to deliver safe and timely operations within His Majesty's Naval Base (HMNB) Gibraltar and Admiralty Waters. DKHM is responsible for: All maritime operations within Admiralty Waters (AW) in Gibraltar, Military shipping movements within British Gibraltar Territorial Waters (BGTW) and the Safe Operation of HMNB Gibraltar.  Specifically, regarding Port Safety DKHM is to operate in accordance with (IAW) the Port Marine Safety Code (PMSC) and Defence Maritime Regulations (DMR). In the absence of KHM, DKHM is directly responsible to Commander British Forces, the Port Duty Holder IAW the PMSC. These responsibilities are underpinned by a robust assurance system and the accompanying safety documentation; all IAW with the PMSC and DMRs.  In addition to the best practice of the PMSC, DKHM is also involved in the compilation and subsequent enforcement of the Warships in Harbour Site Safety Case, (WiHSSC) which facilitates safe ammunition movements within the MOD estate in Gibraltar.

The tour length is 3 years.

This position is advertised at 37 hours per week.

Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions. 

Job description

The successful candidate will manage the day-to-day maritime operations within HMNB Gibraltar and Admiralty Waters, while ensuring that a robust assurance system backed by current documentation and legislation supports these daily movements and reduces risk to “As low as reasonably practicable” (ALARP). DKHM will keep a close watch on the material state of the Naval Base and the maritime equipment within the Naval Base used to facilitate day-to-day operations. Both should be in the appropriate condition to safely support the required notice for the berths.  DKHM also liaises with all stakeholders within Gibraltar to maximise local understanding and share information about maritime safety. Both DKHM and KHM advise Commander British forces when the risk is deemed to be above ALARP.  In the absence of KHM, DKHM will act as KHM.

Person specification

The following are required to conduct the Role Of Deputy Kings Harbour Master:

  1. Mariners Standards of Training, Certification, and Watchkeeping (STCW) Qualification. STCW 2/2 or equivalent (STCW 2/1 considered with suitable experience). This qualification generates the market skills payment.                                                      
  2. Navigational experience, ideally in pilotage Waters.
  3. A sound working knowledge of the Port Marine Safety Code (PMSC).
  4. Experience in the Port/KHM environment.
  5. Harbour Master’s Course Qualification (or within 6 months of joining).
  6. Trained to Oil Spill Response (OSRP) Level 4. (Or within 6 months of joining).
  7. Formal VHF Operator Training (or within 6 months of joining).

 Desirable: 

  • Pilotage experience or a pilot qualification.
  • Project Management Qualification.
  • An understanding of the Warships in Harbour Safety Case Procedures.
  • Nuclear Emergency Procedure Experience.
  • Experience in Maritime Risk Assessment Data Base (Preferably MARNIS)

Licences

Formal VHF Operator Training (or within 6 months of joining).

Qualifications

Mariners Standards of Training, Certification, and Watchkeeping (STCW) Qualification.  STCW 2/2 or equivalent (STCW 2/1 considered with suitable experience). 

Evidence of qualification will be required at interview.

All qualifications/licences declared must be held at point of application and if applicable be in date. Equivalent Qualifications will not be accepted.
