Job summary

The DIO MPP Navy Business Management Lead is responsible for providing specialist hands-on support in maintaining the business management function at the programme level in support of Director MPP Navy. They play a proactive role in knowledge management to promote business management methods and standards and support the implementation of best programme and project management practice. The role provides a consultancy service to programme and project managers across Navy. This consultancy may take the form of advice and guidance or may be in the form of completed business/reporting/HR transactions. Working at the heart of a busy Capital Infrastructure delivery team, this post sits within the Navy Programme Management Office (PMO).

This position is advertised at 37 hours per week.

Job description

Support to Leadership and Management within the Navy DES PMO and wider MPP 

  • Manage own workload to contribute to DIO delivery outputs.
  • Demonstrate a personal commitment to the DIO Guiding Principles.
  • Assist line managers in delivering departmental goals and in developing team members.
  • Contribute to a positive, collaborative and proactive working environment.
  • Promote strong working relationships both within the team and with other teams across DIO and MoD.

  • Continually strive to enhanced Navy’s P3M maturity, leading & supporting team improvements and best practice (continual improvement and section development, as well as strengthening collaboration across the business).

  • Actively participate in and contribute to the appropriate Communities of Practice in order the share best practice, increase knowledge and develop capability of colleagues.

Contribute to all outputs of programme level resource/business management and reporting to support MPP Navy DES Infrastructure delivery 

  • Responsible for the efficient and effective support to Prog Dir Navy through:
  • Liaison with MPP Business Management team for People Board issues.
  • Provision of information from 2* and 1* community emerging issues.
  • Responsible for maintenance of Navy organisation charts.
  • Responsible for UIN budget management.
  • Lead the implementation and maintenance of the recruitment process within MPP Navy, providing support, advice and guidance on recruitment action across the programme to support continued delivery of outputs.
  • Prioritise own resource capacity to align with requirements of MPP Navy leadership.
  • Identify MyHR transactional activities on behalf of MPP Navy and feed into MPP lead to action.
  • Provide support and briefing on action required on HR issues.
  • Lead the provision of direction, advice and resources to support processing of HR forms.
  • Lead the provision of direction, advice and resources to support MPP Navy line managers through the recruitment process to support continued delivery of outputs.
  • Provide information to MPP Business Management team to ensure position establishment tables remain current including critical posts register.
  • Analyse and reconcile MyHR MI prints and anomalies, liaising with MPP Business Management on the process.
  • Collate and submit the MPP Navy annual Learning Needs requirements to support required capability for delivery outputs.
  • Oversight of MPP Navy engagement activities.

Assist in providing business management support to delivery teams, information assurance and business continuity 

  • Responsible for Tier 3 self-assessments on behalf of Prog Dir Navy.
  • Liaise with the MPP Compliance and Budget Manager to support End of Year Tier 3 reporting.
  • Implement the information asset management procedures across MPP Navy, ensuring coherence with wider MPP needs.
  • Lead coherence with all MPP information management policies.
  • Develop and maintain the MPP Navy corporate and site business continuity plans, ensuring adherence to and changes are promulgated to MPP Business Management.
  • Lead maintenance of Navy project artefacts (e.g. SharePoint, Team and Intranet) as appropriate ensuring good data quality.
  • Monitoring compliance requirements against mandatory training.
  • Ensure MPP Navy accommodation requirements are captured and remain constant.
  • As directed, engage and support business change activities.

Budget Management and Forecasting 

  • Responsible for collating and reporting monthly manning returns for Navy, reporting monthly to MPP Workforce Planning Manager.
  • Capture spend against budget (training, overtime, travel-time etc.), collate and report into MPP Compliance and Budget Manager.
  • Collate and provide resource data to support Annual Budget Cycle process.
  • Implement and maintain the Prog Dir Navy approvals process for recruitment, liaising with MPP Business Management team where appropriate.
  • Where applicable, maintain Prog Dir Navy’s delegation matrix.

MPP Navy support to the programme for all physical, personal and information security aspects 

  • Support production of project Security Aspects Letters (SALs) in accordance with JSP 440, JSP 101, JSP 604 and JSP 441 standards.
  • Investigate and log security related breaches and develop corrective and preventative actions to prevent re-occurrence.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
