Purpose of the role
To lead the Benefits, Quality Management functions for the NS&I’s Permanent PMO, and to deputise for the Head of EPO when needed.
Job description
Benefits Lead
- To provide and develop the benefits SME capability for NS&I.
- Introducing and developing a cohesive approach (system) to benefits management within NS&I.
- Engage with stakeholders to assist them in identifying, developing, and managing their benefits throughout the project lifecycle.
- Establish, maintain, and develop the: Benefits management strategy, benefits management plan, benefits profiles, benefits register, benefits reporting, benefits measurement and tracking.
- Establishing effective governance of the benefits system.
- Provide quarterly Benefits updates to Transformation Committee and ExCo.
- Manage the BT Programme post programme evaluation.
- Keeping abreast of benefits management best practice.
- Providing training and awareness as required.
- Ensuring that all processes to support benefits management are identified and produced.
- Continually improving the maturity of the benefits operating model.
Quality Lead
Maturity Improvement
- Establishing, sustaining, validating, recovering, and improving the services provided by the PMO. These include:
- Planning
- RAID
- Governance
- Reporting
- Quality
- Resource Management
- Information & Knowledge Management.
Establishing – Develop the requirements for each service in conjunction with current service owners and other stakeholders. Exploit the existence of services already in operation within NS&I and ensure that they are formally linked.
Sustaining – Develop an operating model for each of the services.
Validating – Work with stakeholders to determine fitness for purpose.
Recovering – Adjust the operating model as required where it is failing to perform as required.
Improving – Making improvements based on stakeholder need and changes to best practice.
Assurance & Audit
- Managing the 2nd and 3rd line assurance requirements for the Business Transformation Programme and Business Delivery & Transformation (BD&T).
- Undertaking programme/project health checks.
- Managing the interface between GIAA and NS&I for external audit requirements.
- Future audit requirements.
- Progression of outstanding actions.
- Managing the interface between IPA and NS&I for external assurance requirements.
- Managing programme gateway reviews.
- Maintaining and managing the Integrated Assurance and Approvals Plan (IAAP).
- Managing the register of actions from GIAA audits and IPA.
- Managing the BT programme GMPP returns to the IPA.
- Maintaining the Programme Assurance Strategy on behalf of the Programme director.
- Undertaking 2nd-line assurance reviews.
- Maintaining a relationship with NS&I Audit and Assurance to ensure alignment with overall NS&I audit and assurance policy.
- Ensuring that all processes to support the delivery of assurance are identified and produced.
- Continually improving the maturity of the assurance and audit operating model.
This role will require some travel to other sites.

- Substantial experience of delivering benefits management within a complex
- programme environment.
- Experience of managing assurance within a complex programme.
- Experience of undertaking maturity improvement.
Essential qualifications
- Recognised project management qualification.
Essential skills
- Ability to analyse information and present it in a clear, concise way tailored to differing audiences.
- Ability to work simultaneously on several different initiatives displaying excellent time management and organisational skills.
- Ability to work under pressure, with conflicting demands, without compromising the quality of work.
Essential technical knowledge
- A high degree of computer literacy, including a very good working knowledge of the Microsoft toolset, including Word, Excel, PowerPoint, Microsoft Project and Visio

As part of this interview you will be asked to make a 10 minute presentation aimed at demonstrating your ability to communicate your ideas concisely and logically. The presentation topic will be advised to those invited to interview.

A reserve list may be held for a period of 12 months from which further appointments can be made.
Working for NS&I
NS&I is currently working in a hybrid way with colleagues expected to work in the office for 40% of their working month and this will be increasing to 60% of their working month in the summer of 2024. If you are applying to work in London, the role is currently based in Sanctuary Buildings, Great Smith Street, SW1P 3BT and in winter 2024 it is anticipated that NS&I will be moving out of Sanctuary Buildings and into another office within central London.
Any move to NS&I from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments. NS&I employees on a fixed term contract moving to another fixed term role, will continue to be employed for a fixed term to the end date of this role. You may apply for suitable roles within NS&I or the civil service.
