Job description
The Communications team was established in 2018 to support the operational launch of the WRA managing the first 2 devolved Welsh taxes. You’ll join the team during a new era for the WRA, as we get set to deliver a visitor levy for Wales, and with that, move towards becoming a larger, services-based organisation. You’ll play a central role in helping to design, develop, and deliver a refreshed brand and communications strategy to meet the WRA’s business priorities. Key areas of work: · Visitor levy: Support and work with the overall programme team delivering the visitor levy; also working with wider Welsh Government departments and other partners to create a joined-up communications approach · Tax risk mitigation: Work with the Operations team to help identify innovative and tried and tested techniques to communicate with conveyancers, solicitors, and taxpayers, to help them pay the right tax at the right time · Employee journey: As a growing organisation, help develop a strong employer brand for the WRA, considering the best approaches to use communications to support the recruitment strategy aimed at attracting the best talent You’ll join a small and multi-skilled team of communications professionals with the potential to grow further in future. Between us, we cover external communications, internal communications, and lead on the Welsh language strategy for the WRA. You’ll take a strategic approach to campaign planning, based on user research and data. You’ll oversee the approach for multiple communications channels - existing and new - championing digital, bilingual, and accessible content. You’ll thrive in the role if you enjoy strategy as much as delivery and can effectively manage both reactive and proactive communications equally. Being adaptable and comfortable with change is key in this role. You’ll be a sound team player and will be able to flex your communications style to work with internal and external stakeholders effectively. You’ll deputise for the Head of Communications, supporting Tîm Arwain, Board, and wider teams. As a line manager, you’ll help team members with advice as well as professional development and wellbeing support. Person specification
Proactive communications
- Design and deliver external communications campaigns to meet the WRA’s strategic business priorities. For example, the visitor levy and LTT tax risk
- Help review and develop our channel strategy, by continually evaluating and considering the latest trends, to help reach the right target audiences
- Own, lead, and deliver on corporate projects and related launch plans. For example, our corporate plan and annual report and accounts
- Deliver internal communications to help support the needs of an organisation with a growing workforce working in a hybrid approach
Reactive communications
- Support on reactive activity, with media and across social media, ensuring what we communicate externally is reflected internally amongst our people
- Supporting on issues and crisis management activity, including planning through to responding to issues, to protect the reputation of the WRA
- Identify key tools and channels to help us manage reactive, as well as proactive communications, such as social listening and media monitoring
Stakeholder relationships
- Deputise for the Head of Communications when unavailable on all areas of work; including strategic advice to Tîm Arwain, heads of teams, and Board
- Build strong networks and working relationships with a variety of stakeholders, within the WRA, wider Welsh Government, and externally
- Support team members under your line management with advice on delivery as well as professional development and wellbeing
Wider team tasks
- Help with our Welsh language standards activity, supporting our Welsh Language and Internal Communications Manager on delivery
- Manage our strategic planning and evaluation process drawing on Government Communications Service (GCS) OASIS model and wider best practice
- Help support on contract management, including procurement frameworks and financial management of day-to-day costings
- Be part of the team’s on call rotation covering press and social media management out-of-hours, as required
- Participate in wider networks on behalf of the Communications team and the WRA to ensure we’re up to date with best practice
