Job summary

It is your role to act as Head of Democratic Health and lead on the Electoral Management Board (EMB), Remuneration and Engagement workstreams for DBCC and BCW. The postholder is responsible to the Chief Executive and will provide effective management and leadership to the Democratic Health team.

Job description

  • Develop, manage and monitor the programme of work of DBCC and BCW relating to the EMB, remuneration and engagement functions.
  • Design and cost the programmes relating to democratic health for DBCC and BCW.
  • To contribute to the budget setting and monitoring in compliance with Commission processes, ensuring that the review team acts in accordance with policies and procedures as regards financial and other regulations, including any delegated accounting
  • Regularly report progress and assessment of democratic health risks to DBCC, BCW and EMB
  • To function as Head of Communications and Policy for DBCC and BCW
  • Continuously seek lessons learned and putting them into practice facilitating continuous improvement.
  • Lead on research development for DBCC, BCW and EMB
  • Manage risks and issues, using initiative to respond to minor day to day changes in priorities and escalating where necessary.
  • Provide effective leadership to the democratic health team, taking responsibility for the development of team members, establishing individual performance targets and monitoring performance according to agreed procedures
  • Provide specialist advice to the Chief Executive, Commissioners, EMB, Principal Councils, Welsh Government, UK Government, the media and the public on matters relating to democratic health, when required.
  • To support the Chief Executive by contributing to research, drafting papers (for internal use or for consideration by Commissioners or staff) and preparing and making presentations to internal and external stakeholders on related issues
  • Build and maintain strong working relationships with key stakeholders, representing DBCC, BCW and EMB as required
  • Deputise for the Chief Executive when necessary
  • Lead on the Secretariat support to the EMB as well as support the delivery of its  policy functions for the effective governance and operation of board
  • Coordinate the issuing of directions to Returning Officers and Electoral Registration Officers
  • Organise regular briefing events throughout the year for Returning Officers and their staff, and assisting in devising event content.
  • Overseeing the development of the mentoring scheme for new Returning Officers
  • Coordinate consultation responses relating to democratic health
  • Commissioning training for the professional network in partnership with the AEA and Electoral Commission
  • Contribute effectively as a member of the Senior Leadership Team

Person specification

Job Specific Criteria (essential):

  1. Strong understanding of the structure and organisation of local, national and UK government and the underlying legislation.
  2. Experience of working in a regulatory environment as well as reading and applying legislation.
  3. Experience of electoral registration
  4. Strong organisational skills, capable of delivering at pace whilst ensuring quality.
  5. The ability to develop and nurture effective relationships with colleagues and stakeholders to ensure effective collaboration to get business done.
  6. Have excellent judgement to identify and manage risk.
  7. Strong problem solving skills, including consideration of a wide variety of stakeholder needs
  8. Experience of leading a team on site and remotely
  9. Experience of drafting high quality written documents which focus on attention to detail and adapt to engage with various stakeholders
  10. Association of Electoral Administrators Certificate in Electoral Administration
  11. Educated to degree level or equivalent
