Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

We have a role available in the Professional Services team which supports the whole of the Home Office to secure external resources and services such as Contingent Labour and consultancy services which partner with our teams to deliver key activities and programmes. Professional Service is a fast paced and high-profile category of spend which comes under regular scrutiny from senior officials, Ministers and external bodies.
Job description
We are seeking a hard-working individual to work at SEO level to support the delivery of the Professional Service team which is undergoing a significant change programme, including the introduction of new automated ways of working and a move to a category management approach. This is an exciting time to join a team which is on a continuous improvement journey.
Successful candidates will receive a programme of development with the opportunity to study towards professional commercial qualifications.
Working pattern
Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
Key Responsibilities
Successful candidates will be required to lead on the following:
• Support strategic procurement activities that conform to Home Office policies and assurance processes and which comply fully with EU procurement law.
• Ensure a full audit trail for each requirement, supporting a wide range of stakeholders to ensure governance and assurance processes are followed in a timely manner.
• Provide professional services commercial guidance to peers and senior colleagues that draws on relevant procurement legislation, policy, supply market knowledge and commercial experience, whilst understanding business need.
• Support the development of a category management approach and data strategy to maximise value from significant spend on external resource across the Home Office.
• Ensure that commercial risks are identified, recorded and managed at all stages of procurement, and that ongoing risks are transferred seamlessly into contract management.
• Ensure that savings are identified, recorded and managed at all stages of procurement and contract management.
• Support development of a commercial pipeline using information from existing MI systems alongside input from business areas to provide an informative and consistently presented pipeline.
• Develop understanding of professional service supply markets, categories and business context providing options and opportunities from a commercial perspective looking at aspects such as developing requirements, options analysis for routes to market, risks, benefits, and Social Value.

Essential criteria
• Experience of working in a commercial environment, either through working in procurement, supplier management or contract management.
• Great people skills and experience of building, maintaining and influencing customer and stakeholder relationships within a commercial environment.
• Resilience when working under pressure and proven ability of leading or working within a team environment to deliver successful outcomes at pace and within a changing environment
• Understanding of working with one or more Crown Commercial Service (CCS) frameworks used for contingent labour and managed services, such as Public Sector Resourcing Framework (RM3749), Non-Clinical Staffing (RM6160 and RM6277), Digital Outcomes / Digital Outcomes and Specialists (RM1043), Digital Specialists and Programmes (RM6263), G-Cloud (RM1557), Technology Services (RM6100) and Management Consultancy Framework 3 (RM6187).
• Experience of working in a focussed manner, managing a myriad of competing priorities and stakeholders, whilst delivering strategic objectives against plan.
Desirable criteria
• Ability to extract MI and present in a clear and consistent manner to a range of stakeholders.
• Knowledge of MS Office based products specifically Excel, Outlook and Sharepoint, whilst also demonstrating skills in utilising digital tools to support wider objectives.

2. Sift – week commencing 4th November 2024
The sift will be held on the Personal Statement and Behaviours Delivering at Pace and Managing a Quality Service.

3. Interview – week commencing 18th November 2024
If you are successful at sift stage, you will be invited to an interview that will be:
