Job summary

The National Archives collects and secures the Government record both current and future, preserving it for the Nation and making it accessible. Without records, we could not hold government to account, carry out pioneering research or learn from the past. Our collection spans almost 1000 years and is one of the largest in the world, containing over 11 million historical records from medieval parchment to modern papers, digital files, datasets, websites, tweets and computer code. The records we collect are increasingly created, managed, and transferred to us digitally. The National Archives is the archive of government and archives sector lead for local authorities and places of deposit. Archives for Everyone, our business strategy, describes our vision to become an inclusive, entrepreneurial and disruptive archive, that harnesses emerging technology to reaffirm and transform our mission to increase awareness and understanding of our role and remit in line with Archives for Everywhere - The National Archives.

The Cross-Government Engagement team, part of the Government Strategy Services and Engagement (GSSE) department, is vital to The National Archives' goal of exponential digital archive growth. This team cultivates key relationships within government communities, leads efforts to raise information management standards. As part of this role the team runs the Information Management Assessment (IMA) programme to carry out assessments of public bodies to ensure that information is managed in line with relevant legislation and record management principles.

As Product Manager, you will oversee the development of a web-based service for the IMA programme, enabling organisations to conduct assessments, submit data, and receive automated reporting. This role is crucial in making the programme more inclusive and accessible to all government bodies and the wider public sector

Working in an Agile environment, you will collaborate with stakeholders, manage relationships and ensure delivery by suppliers, identify user needs, prioritise tasks, and drive iterative development. Your responsibilities include creating product roadmaps, overseeing delivery, and regular progress communication.

The role may involve project management support for additional research-focused digital projects aligned with our strategic interests, such as exploring AI's role in records management.

This is initially a one-year fixed-term position that offers a unique chance to contribute to raising digital record management standards across government and the wider public sector.

This is a full time post. However, requests for part-time working, flexible working and job share will be considered, taking into account at all times the operational needs of the Department.

A combination of onsite and home working is available and applicants should be able to regularly travel to our Kew site for a minimum of 60% of their work time.’

SC-level Security Clearance or willingness to obtain SC clearance is mandatory for this role and requires that you have lived in the UK for the last 3 years. The length of required residency may depend on individual circumstances.

Essential Criteria:

  • Product Ownership: Experience of setting clear product goals and roadmaps for the product or service, defining an MVP, managing user acceptance, and making on-going iterative improvements that are impactful and have value.
  • Agile working: Experience of supplier management and leading agile multidisciplinary teams by promoting a collaborative culture to successfully deliver digital products.
  • Lifecycle Perspective: Able to confidently lead a team through the different phases of the delivery lifecycle, from Discovery to Live, with the ability to adapt priorities for the product at each stage.
  • Operational Management: Hands-on experience of managing the operational process of designing and running a product or service throughout its life-cycle, enabling a smooth transition for users of the new service.
  • Problem Ownership: Able to use a wide range of Product Management principles to understand, interpret and identify problems and to use analysis to determine the appropriate solution.
  • User Focus: Understands and can demonstrate experience of engaging with users of your product and can identify user needs based on evidence and available data and turn this into product deliverables.
  • Strategic Ownership: Able to confidently engage with stakeholders to obtain commitment to product goals and to see the ‘bigger picture’ of cross-cutting business activities and policies.
  • Communications: Demonstrable experience of communicating the product vision, and progress to stakeholders across the organisation, as well as sharing our experiences more widely with other practitioners (i.e. blogs).

Desirable Criteria:

  • Understanding of the digital landscape and modern development practices, particularly CI/CD
  • Experience with GDS Service Assessments in Discovery, Alpha, or Beta phases
  • Knowledge of relevant sectors (digital government, archives, information services, culture and heritage)
  • Interest in digital records management
