Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, firefighters and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.

Within the Army Information Directorate, the Cyber and Security pillar, headed up by Senior Civil Servant, has a diverse and highly capable workforce. An exciting job role exists in the Principal Security Advisor's (PSyA) Team to develop, manage, and cohere Army Counter Intelligence (CI). The team sits within the Information Directorate of Army HQ and we are looking for a talented and motivated individual to join us.

Could you oversee and manage policy, investigations, and legislative requirements? Do you want to be engaged in the identification, investigation, and mitigation of threats across the physical, personnel and cyber domains?  Do you want to work in the exciting growth area of cyber and security, in support of Defence and national security? Through this role, you will have the opportunity to develop a broader understanding of the threats facing the Army across the physical, cyber, technical and personnel domains, and mitigation's in addition to wider security.  You will also become a member of the Government Security Profession.

This position is advertised at 37 hours per week. 

Job description

You will work within a dynamic civilian and military team tasked with supporting and enabling activities and projects through Counter Intelligence management and advice, policies and taskings.  This includes ensuring all activity is in line with current legislation and within military policy and permissions, including RIPA and IPA. You will support the Senior Executive Officer Counter Intelligence operations as required, and act as the focal point for Counter Intelligence activity and coordinate oversight and assurance boards, which includes the oversight and coherence of activity governed by UK law and MOD and Army policy. A key responsibility is to coordinate the understanding and as appropriate, contest Counter Intelligence threats to the Army. 

The successful candidate will be required to:

  • Produce, review, and disseminate CI policy for the Army.
  • Coordinate, govern and assure CI and Security casework. This also can include Army PREVENT Referrals.
  • Provide security advice as required, and manage policy, permissions and authorities required by Army CI including, but not limited to: Regulation of Investigatory Powers Act 2000 (RIPA) Directed Surveillance (DS) applications, Investigatory Powers Act 2016 (IPA) applications, open-source intelligence (OSINT) applications.
  • Provide advice on the disclosure / release of Defence information.
  • Conduct liaison as appropriate with the wider Defence and industry stakeholders.

Attendance and participation at meetings, presentations and conferences across the UK will be required from time to time, including occasional overnight stays.


Person specification

We are looking for a talented and motivated individual who is a team player, but is equally comfortable working on their own, to coordinate, cohere and assure Army CI activity within the Defence CI federation. Someone who can handle the pressure of coordinating a wide range of activities and should be comfortable working within the service management profession, willing to challenge established norms and process and be prepared to adapt to changing priorities. We are looking for someone with previous experience working in a Counter Intelligence investigations environment, ideally with management experience (of investigations). Excellent written and verbal communication skills are essential.

The successful post holder should be able to demonstrate:

  • Ability to communicate complex risks, implications and mitigation's to non-technical individuals.
  • Ability to work with diverse internal and external stakeholders and building strong relationships.
  • Be highly organised and able to deal with multiple requests/priorities with competing deadlines.

Desirable Experience:

  • Operational security or police investigative experience.
  • Any recognised Security / Risk certification

A modern apprenticeship is a combined package of work and training.
