Job summary
Job description
You will be responsible for delivering operational HR requirements through providing HR advice, support and guidance and the effective maintenance of HR records and systems. You will support the delivery of several key areas including: recruitment, learning and development, policy and employee relations, engagement, and diversity and inclusion. You will also line manage the HR Administrator.
Key tasks include:
- Develop and ensure the effective implementation of HR policies and procedures
- Deliver effective recruitment and induction activities
- Coordinate the delivery and evaluation of learning and development activities
- Contact / referral point for HR enquiries
- Provide advice and support on a range of HR matters, including attendance and performance management, disciplinary and dispute resolution matters
- Support the development and implementation of HR initiatives and systems
- Maintain HR records according to policy, audit and legal requirements (including information governance and compliance with GDPR) and ensure the timely processing of HR information to payroll
- Collect and analyse management information for reporting (monthly/quarterly/annually)
- Support the delivery of the annual People Survey, analyse and present the results and coordinate the development of an action plan to address key issues
- To undertake any other duties as may reasonably be required by managers
Person specification
To be successful in the role, you will need the following:
- have broad knowledge of current issues in employment law and HR practice
- have experience of working in a generalist HR role
- be highly motivated
- have experience of managing a varied workload and competing priorities to meet deadlines
- have excellent communication, literacy and numeracy skills
- are confident in using IT systems, including Microsoft office
- have good interpersonal skills, are approachable and able to form effective working relationships with a wide range of people at all levels and externally
- can deal sensitively with confidential issues
- have the confidence to make effective, fair and evidence-based decisions
- are detail focussed and can work accurately
- are able to work independently and use your initiative while at the same time working collaboratively with team members and others across the organisation
It is desirable that you have:
- a CIPD level 3 qualification
- the ability to work through the medium of Welsh
- experience of working in HR within the public sector
