Job description

The Data Development team sits within the Analysis and Performance Team in the Strategy, Policy and Analysis Directorate and plays a vital role in the delivery of the Insolvency Service’s operations, by designing and developing modern data products to deliver value from the agency’s data assets.

 As a data engineer, you’ll work at the cutting edge of how people interact and are empowered by digital government services. Government is undergoing a digital transformation, never has the time been better to pursue your career in a sector, in a role, that truly delivers on the promise of innovation. 

Responsibilities

In this role you will:

  • Recognise opportunities to re-use existing data flows.
  • Contribute to the build of data streaming systems.
  • Optimise the code to ensure processes perform optimally.
  • Assist work on database management.
  • Develop and enhance the utilisation of our Power BI deployment.

You will gain:

  • Experience in designing, building and deploying efficient, scalable, automated ETL/ELT pipelines such as traditional data warehousing, modern cloud data warehousing, data lake and delta lake approaches.
  • Experience of designing and developing data solutions on public cloud (Azure).
  • Experience of one or more Programming Languages – e.g. SQL, Python.
  • Understanding of data storage, data modelling and database technologies.
  • Exposure to Continuous integration and deployment tools, such as GitHub.
  • Experience in collaborating with digital and technology project teams as they design and build new operational systems and data streams.
  • Experience in administering enterprise-level data services.
  • Experience in working across the Analysis and Performance function to maximise the value of the agency’s data assets.

Person specification

For the 3 primary technical skills required for the role (as detailed below) candidates’ will be assessed against the DDaT role profile for Data Engineers (https://ddat-capability-framework.service.gov.uk/role/data-engineer)

The technical anchor for this role is in Data Engineering, however the role would also benefit from knowledge or experience in:

  • Development of data pipelines using Azure Data Factory or Azure Synapse.
  • Maintenance, monitoring and administration of Azure Enterprise Reporting platform and associated data processes.
  • Supporting Data Analyst and other data specialists. Understanding their diverse needs and contributing to their work streams and technical development.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Strengths, Experience and Technical skills.

As part of the application process, you will be asked to complete a CV and technical skills. Further details around what this will entail are listed on the application form. 

Should a large number of applications be received, an initial sift may be conducted using the CV and Technical skills lead Data Development Process. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview. 

We will test your technical skills and experience as part of the sift process, and if successful, you will be invited to a short interview where we will test your technical skills and strengths. Full details of the selection process will be made available to shortlisted candidates once the sift has been completed.

Candidates selected for interview will be requested to provide a 10-minute presentation on one of the 3 primary technical skills of their choosing.

Transforming Workplaces

The Insolvency Service is currently delivering an exciting five-year transformation project that started in April 2022 which will define our future direction supporting a gradual migration to a Regional Centre model combined with smarter ways of working. As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.  

We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. This move would not attract financial assistance.   

The 11 Regional Centres are : Birmingham, Cardiff, Croydon, Edinburgh, Exeter, Ipswich, Leeds, Manchester, Newcastle, Nottingham and Stratford.

Hybrid Working

Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
