This role offers a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.

Job summary

Defence Digital provides its global users with the Digital and IT services they need to carry out their work and keep their teams connected, from the hardware and software they use day-to-day, satellite connectivity, operating and defending our networks, access to the spectrum frequencies we need, developing bespoke apps, and much more. 

The Defence Digital Function was created in early 2019 to drive integration and coherence across all areas of Digital and IT, enabling Mobilisation, Modernisation and Transformation across the entirety of Defence. This Function is transforming how we approach the challenges we face, ensuring we are cohesive and coordinated across the Digital Defence environment and aiming to be more responsive, more agile, more efficient and better able to exploit new technologies and deliver the success that is so critical to our customers and the Defence of the UK. 

Job description

The Head of Portfolio Management Office leads the assurance of the Defence Digital Delivery Portfolio of Programmes and Projects working in conjunction with Senior Responsible Officers, Delivery Directors and other key stakeholders to ensure successful delivery. This post is responsible for leading a collection of Digital Delivery programmes and projects and the prioritisation and effective allocation of resources that contribute to the delivery of departmental and business area objectives.

As the Head of PMO, you will be responsible for:

  • Defining and maintain the standards for Portfolio, Programme and Project Management for Digital Delivery across Defence, including the implementation and sharing of P3M best practice as well as the development and application of project procedures, tools and techniques in order to standardise methodologies and realise benefits and economies of scale.
  • Championing implementation of the Digital portfolio across the organisation and provide overall lead and direction
  • Work with Digital Strategy, Planning and demand teams to ensure Technical and Business roadmaps are reflected in the Portfolio and that Defence Digital are embedded in Defence level planning and approvals.
  • Providing expert guidance, support and insight on the Digital Delivery Portfolio, Programmes and Projects and acts as the source of all project information and metrics.
  • Driving insight and action across the Digital Delivery Portfolio, ensuring the Portfolio delivers impact across Defence by using Data and MI to add insight, coherence and value.

Person specification

This is a non-exhaustive list of responsibilities that form a part of this role, the successful applicant will provide leadership and be mission driven rather than focusing on personal accolades, this will be accompanied by the ability to deal with stakeholders at a high level and communicate effectively. Alongside this the successful applicant will also understand and display:

  • A track record of having responsibility for large multi-billion-pound technology/Digital portfolios.
  • A track record of managing and delivering complex Digital projects and programmes.
  • Strong communication and influencing skills– to drive the Digital Delivery portfolio agenda by clearly communicating ideas and solutions clearly and enthusiastically to a full range of stakeholders.
  • Proven track record of providing empowering leadership to teams dispersed across multiple locations and matrixed teams where you will not have direct managerial responsibility.
  • Collaborating - working with others in cross functional and pan-organisational teams to create solutions.
  • Demonstrable understanding of complex acquisition and Digital portfolio delivery.

Assessment

If you are shortlisted, you will be asked to take part in a series of assessments which will include psychometric tests and a staff engagement exercise. These assessments will not result in a pass or fail decision. Rather, they are designed to support the panel’s decision making and highlight areas for the panel to explore further at interview.

You will be asked to attend a panel interview in order to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification. You will also have the opportunity to  have a fireside chat with Claire Fry prior to the final interview to learn more about the role and the organisation. Please note this is not part of the formal assessment process.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes.
