The Office for National Statistics (ONS) is the UK’s largest producer of official statistics, covering a range of key economic, social and demographic topics.  These include measuring changes in the value of the UK economy, estimating the size, geographic distribution and characteristics of the population, and providing indicators of price inflation, employment, earnings, crime and migration.  

As the International Passenger Survey Site Manager you will be part of a continuous survey that started in 1961 and is based at all major sea, air and international rail terminals within the United Kingdom. Your role and that of your team sits at the heart of public service delivery.

You will work within the Social Survey Collection Division, as part of the Operational Delivery Profession (ODP). The ODP is the largest profession in the Civil Service. Its 200,000+ members work in a wide range of operational delivery roles across government, providing essential services that support and protect UK citizens at home and overseas. You will lead a small team of 4 interviewers based at Harwich port, working remotely and reporting to an IPS Area Manager. 

The contract for this role is 12 hours per week and will generally be worked within office hours. However due to the working pattern of your team, the role requires flexibility including some weekend and evening work. Your hours will be split between being on site in Harwich and administrative duties which will require some work to be carried out at home.

Job description

The International Passenger Survey (IPS) is a continuous survey for which data collected at all major sea, air and international rail terminals within the United Kingdom. The ONS is main sponsor of the survey and uses the data to calculate the effect of the tourist industry on the UK balance of payments and calculate consumer expenditure on travel fares. The data is also used to make population projections and forecasts.

Your responsibilities are to:

Manage a small team of 4 interviewers

  • Coaching, mentoring, advising, and supporting them to ensure high quality data collection and maximum response rate for the IPS.
  • Monitoring the performance of your team ensuring polices are followed and any issues are dealt with at pace by maintaining a visible presence at sites, carrying out observations and check-ins, utilising Management Information (MI) to help identify training needs and putting in place a plan for ongoing support. 
  • Role modelling positive behaviour which demonstrates empathy, adapting your management style to behavioural and emotional responses and ensuring effective and ongoing communication, critical to maintaining morale and reducing uncertainty.
  • Identifying and developing skills within the team and offering additional learning, coaching and mentoring to enable your team to reach their full potential.
  • Empowering others to make decisions where appropriate by ensuring clear understanding of their roles and responsibilities. 

Work with stakeholders

  • Building a network of trust with stakeholders to support management and change effectively.
  • Maintaining relationships with stakeholders at your base site, working collaboratively with them, sharing information, resources and support.
  • Maintaining relationships with colleagues and internal stakeholders which support and promote a clear business message by investing time developing a common focus and genuine positive team spirit where colleagues feel valued and respected.

Work with your line management

  • Supporting management initiatives with positivity, delivering clear messages with enthusiasm, inviting constructive input and feedback, ensuring staff feel valued and involved.
  • Reporting to your IPS Area Manager, on staffing and operational matters, escalating issues, identifying risks and reviewing performance.
  • Monitoring costs and identify opportunities to provide cost effective delivery of service.

Security Requirements

This role requires seaport ID passes to enable you access to your team's working areas. All persons applying for a port-side ID pass will be subject to an Enhanced Background Check.

This check includes:
a) A process to establish the person’s identity on the basis of documentary evidence;
b) Checks that cover criminal record in all Countries of residence during at least the preceding 5 years;
c) Checks covering employment, education and any gaps during at least the preceding 5 years;
d) An ‘Accreditation Check’ which involves a review of intelligence and any other relevant information available to competent national authorities which they consider may be relevant to the suitability of a person to work port-side. The Accreditation Check is a new level of security clearance.

• An ability to confidently engage and influence stakeholders both within and outside the organisation.
