We are looking for a Senior Data Analyst to join our team, who will be responsible for developing in Excel and/or a programming language a wide range of data products to be used across the directorate and wider departments to support the delivery and transform the commercial service to the departments. |
Role Overview |
The Cabinet Office HM Treasury Commercial team has recently changed its operating model. It is now organised into spend category teams, supplemented by business partners and embedded commercial teams in specialist areas and programmes. The Directorate is supported by a central team, Commercial Strategy & Performance, responsible for the overall strategy and enabling functions. You will be part of the Commercial Strategy & Performance team, enabling continuous improvement in commercial practices and adherence to Government Commercial Standards. This is an excellent opportunity for a passionate and experienced Data Analyst to join a supportive and committed team and provide Management Information to help the directorate realise its vision of being a top-performing commercial function in government. Job description
- This role requires an experienced professional with a solid analytical background who is comfortable working in a fast-paced environment.
- To create optimised data collection and analysis systems to drive visibility, efficiency and data led decision making.
- Identifying opportunities for innovation in what and how data is used in the Directorate and leading on implementation and adoption.
- Applying data analysis tools, techniques and visualisation to develop and design reports to meet business needs and allow data-led decision-making.
- Extracting, cleaning, aggregating and manipulating data from various systems and sources to provide insightful and actionable reports to the CO HMT Commercial team.
- Leading the delivery of collecting data from various sources and systems, quality assurance to produce monthly reports to senior officials and CO HMT Commercial Boards.
- Working with various stakeholders to scope requirements for new management information products and drive continuous improvement.
- Leading data and analytical projects to support strategic priorities from requirement gathering to testing and implementation.
- Automating data management activities where possible.
- Contributing data and insights to papers and reports, including suggesting where data and data systems can drive more efficient data led decision making.
- Ensuring that the analysis is robust and communicated effectively.
- Choosing and employing appropriate statistical techniques and visualisation tools to deliver impactful analysis and engage technical and non-technical stakeholders.
- Supporting the development of the CO HMT Commercial Contract database, ATAMIS, focusing on driving and improving management information.
- Leading initiatives to improve the data quality in the CO HMT Commercial Contract database, ATAMIS and other data sources.
- Champion and lead data innovation, using tools and techniques available to you (such as Atamis, PowerBi, etc) to contribute to a suite of analytics solutions that will increase the usage of data and draw out meaningful insight.
- Creating, developing and improving dashboards to transform data into valuable insight for Commercial.
- Supporting senior colleagues in raising awareness and understanding of commercial transformation in a broader departmental and functional context.
Person specification
Essential Criteria:
- A genuine passion for data and analytics, with the curiosity to investigate, understand and explain patterns and trends;
- Demonstrable experience in data analysis and experience delivering within large-scale transformation programmes;
- Demonstrable experience translating business issues into data problems for resolution;
- Significant experience working with qualitative and quantitative datasets;
- Experience in selecting the appropriate medium to visualise data to tell compelling and actionable stories relevant to business goals;
- Ability to present, communicate and disseminate data appropriately and with high impact;
- Strong analytical skills, including experience employing a range of techniques, including basic statistical methods;
- Advanced MS Excel;
- Extensive experience in developing a range of clear and engaging products using data visualisation software such as Tableau and/or Power BI;
- Excellent accuracy and attention to detail;
- Experience balancing competing priorities/demands and working to tight deadlines;
- Strong verbal communication skills with the ability to challenge assumptions and explain technical issues to stakeholders without the use of jargon;
- Good mathematics and IT skills gained through qualification and/or experience.
Desirable
- A good working knowledge of a data programming language such as Python and/or R.
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
