The Permanent Secretaries’ Group supports HMRC’s First Permanent Secretary and CEO, Jim Harra, and Second Permanent Secretary and Deputy CEO, Angela MacDonald, deliver on their key priorities and strategy. This an exciting opportunity to join a small and high-profile team operating across the whole breadth of the department.
Within the group the Corporate Governance Team oversees the department’s two-pillared system of corporate governance comprising the HMRC Board and HMRC Executive Committee (‘ExCom’). This governance framework enables senior leadership to set strategic direction and drive forward transformation.
As a Senior Corporate Governance Officer, you will have regular exposure to the Department’s senior leadership and will work closely with the Permanent Secretaries, their leadership team and HMRC’s Non-Executive Directors.
You will gain exposure to a wide range of issues across a large and complex department, and you will be responsible for facilitating decision making, challenge and scrutiny at the highest level.
Job description
In this role, you will directly support and brief the Chief Executive and other senior leaders. You will be responsible for a portfolio of ExCom, Board and high-profile committee meetings, coordinating and managing those meetings and delivering the secretariat function to maximise the impact of meetings.
Through your day to day work, you will promote good governance across the department and gain invaluable experience at the heart of the decision-making process.
You will display high levels of judgement on a broad range of topics, often dealing with senior stakeholders on high profile and sensitive matters to coordinate agendas and forward looks in line with HMRC’s strategy and priorities. You will play a key role in managing HMRC’s relationship with non-executive directors.
Key Responsibilities
- Lead on a portfolio of Board and ExCom committees to ensure the right decisions are made, by the right people, at the right time.
- Ensure the Permanent Secretaries and committee chairs are fully prepared for meetings and fulfil their corporate governance responsibilities, including through oral and written briefings.
- Manage relationships with senior stakeholders on behalf of the Permanent Secretaries, including senior officials, external parties and Non-Executive Directors.
- Develop an expert understanding and drive forward improvements to the department’s corporate governance to ensure HMRC meets its obligations and uses its governance to deliver its priorities.
- Commission high quality papers that meet business requirements within deadlines.
- Record accurate and clear actions, decisions, and high quality minutes.
- Work inclusively and flexibly within a small, high performing team
- Play an active role in delivering Permanent Secretaries’ Group’s corporate objectives and making HMRC a great place to work.
Person specification
We are looking for a highly motivated individual with excellent organisational, communication and interpersonal skills who can act credibly at the most senior levels of the department.
Essential Criteria
- Experience of working within a secretariat role or within corporate governance
- Excellent organisational skills with the ability to manage multiple high-profile meetings and competing priorities in a challenging environment.
- Strong written and verbal communication skills, capable of engaging and informing senior decision-makers effectively.
- Demonstrated ability to work comfortably with, and on behalf of, senior leaders, displaying high levels of judgment on a broad range of topics.
- Proven track record of maintaining discretion, professionalism, and attention to detail when handling sensitive information.
- Proficient in using Microsoft Office suite, particularly Excel, Word, and PowerPoint, for creating high-quality documents, presentations, and managing sensitive information.
