Job summary

Are you a motivated, suitably experienced project/capability management professional, who enjoys working within a fast paced and diverse environment, with a passion to be stretched and challenged with a wide range of varied responsibilities?

As a Capability Manager within the Head of Capability (HoC) Defence Support (DefSp) area, you will be involved in exciting and interesting logistics portfolios covering the Strategic Base joint support capabilities.

DefSp works across the Ministry of Defence Support Network (DSN), to ensure that our Armed Forces are equipped to operate effectively and deliver Support Advantage through the provision of superior, assured, environmentally sustainable and cost-effective logistic services. Each year a third of the Defence budget is spent on logistics. DefSp provides centralised oversight of this joint capability, ensuring the Network operates effectively and delivers value for money for the whole of Defence.

The HoC Support Branch sits within UK Strategic Command but faces DefSp to deliver capabilities as identified through Audit and Investigation outputs. This looks to plug gaps identified across the DSN to ensure that UK Forces can be deployed and sustained during business as usual and periods of exercises and operations.

This role operates within the Strategic Base Storage & Infrastructure pillar, as part of the HoC Support Branch, to manage Defence’s warehousing, infrastructure, storage and breakout capability within the wider Strategic Base, assuring future outload and sustainment of UK forces.

We are a friendly, small Branch split between 2 sites: MOD Abbey Wood and Northwood HQ. There will be a requirement to attend meetings in other locations too.

This position is advertised at 37 hours per week.

Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.

Job description

Coherent capability management of all Munitions and Non-Explosive Storage & Infrastructure across the Strategic Base.

Investigate capabilities and act as the focal point for the Strategic Base Team on Climate Change & Sustainability. The latter is achieved through coordinating and cohering relevant Storage and Infrastructure activity across the Front-Line Commands and Enabling Organisations as appropriate.

Drafting Storage and Infrastructure investment proposals and Annual Budgetary Cycle (ABC) Planning Rounds.

Support the Capability Audit and Investigatory work against Storage and Infrastructure, liaising with Finance Military Capability and other external and internal parties, coordinating input and drafting of reports.

Manage Risk Register outputs from Capability Planning Working Groups and Capability Planning Groups.

Attend and update the Strategic Base S&I Capability Planning Group as required on Capability Investigations, etc.

Act as the lead focal point and secretary for Storage and Infrastructure Capability Planning Working Groups.

Person specification

The individual should have awareness of Defence and some experience of Project/Portfolio work that will enable them to manage multiple outputs simultaneously. They will be comfortable building relationships across Defence wide stakeholders in their area of work, to ensure new projects are cohered appropriately.

The successful candidate will bring experience and understanding of capability, programme and project management. Taking ownership of projects, they will ensure business outputs for Strategic Base projects are developed and delivered.

You will support the Storage & Infrastructure Lead in the coherence of joint support capabilities and will be responsible for supporting agreed Defence Support capability programmes.

Possessing excellent communication skills, you will provide service and advise to the Head of Capability, Defence Support, Front Line Commands and Enabling Organisations to ensure coherence across Strategic Base.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
