Job summary

Join the Food Standards Agency (FSA) in Wales as a key member of our senior management team, where you'll play a crucial role in safeguarding the interests of consumers.

As the Head of Local Authority Delivery, you'll lead a dedicated team that works closely with Local Authorities and other delivery partners to ensure food and feed services meet the highest standards of safety and compliance. Your leadership will be instrumental in managing key FSA priorities, including the regional feed delivery model and the review of the Food Law Code of Practice. This is a unique opportunity to contribute to vital national and regional policies, support Local Authorities with bespoke training, and help shape the future of food safety in Wales.

Job description

In this leadership role, you will be responsible for the Local Authority Partnership  team within the FSA in Wales. You will work closely with another Head of Local Authority Delivery to maintain strong relationships with Local Authorities and ensure that food and feed services comply with legislative requirements and the Food Law Code of Practice. Your team will provide crucial support and accurate advice to Local Authorities, including developing and implementing specialised training packages.

As a leader, you will provide direction across multiple teams, driving the successful delivery of key objectives and managing complex projects that require both strategic insight and operational execution. Your responsibilities will also include building a positive team culture, fostering professional development, and managing workload and resources effectively. You will engage with a wide range of stakeholders, including Welsh Government and Local Authorities, to deliver shared objectives and ensure that the interests of Wales are well-represented in UK and devolved policies. Your role will be dynamic, requiring flexibility and a proactive approach to adapting to changing circumstances in the external operating environment.

Selection process details

Application and shortlisting

You will be asked to provide personal details (not seen by the Panel) and to confirm your eligibility to apply for the role.

Technical: You will be asked a question to confirm that you meet the Technical requirements of the role.

Essential criteria

Experience

·         Lead criteria: Proven experience of working at a senior level within a local authority or other regulatory body, and a detailed understanding of the local authority landscape in Wales.

  • Comprehensive knowledge of food/feed law, its implementation and the delivery of official controls in Wales.

 

·         Experience of building relationships with stakeholders to achieve corporate priorities.

 

  • Excellent written and verbal communication skills including experience in briefing senior stakeholders such as Ministers, Boards or Executive Management teams.

 

  • Excellent analytical and decision-making skills with the ability to gather and collate evidence and present complex findings, clearly & succinctly, to a range of different audiences.

 

Desirable criteria (Desirable criteria will only be assessed in the event of a tie between candidates).

 

Experience

·         Experience of leading and motivating teams in a fast-paced environment to deliver corporate or Ministerial priorities.

·         Ability to communicate effectively in Welsh to strengthen the Agency’s commitment to providing a bilingual service across all teams

 

Lead Criteria An initial sift will take place on the Lead Criteria.

In the event that we receive a large number of applications, the minimum pass mark for the Lead Criteria may be raised at shortlisting stage. Candidates who apply under the DCS, GPTW or RIS schemes and meet the minimum requirements will be unaffected by the pass mark raise.

Interview

If successful at shortlisting stage, you will be invited to a final interview in which we will assess you against the following Experience requirements of the role and Civil Service Behaviours Level 4.
