Overview 

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ). As of 2 April 2021, the Prisons Maintenance Group (or PMG) join MoJ Estates Directorate and the team receives a new title, MoJ Property. This change will align us with our Profession – the Property Profession - and brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies. We also provide property services on behalf of the Home Office.

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

We continue to deliver new ways of working across our portfolio – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.

Team Overview

The Senior Corporate Fire, Health and Safety Advisor role sits within the Property Directorate’s Corporate Fire, Health and Safety Team and report into the Head of Corporate Fire, Health and Safety. The post holder is responsible for providing occupational health and safety professional leadership to all levels of staff, supporting, and advising all management teams within the MoJ. Deliver improvements in performance through the implementation of health and safety management systems, including ISO 45001, and other current standards and legislation.

Where required working with HR to develop an appropriate supporting workplace wellbeing programme. The role oversees consistency of delivery of health and safety and identify and pursue significant issues, providing year-in overarching annual OHS/FS Governance Position Statements, to the Permanent Secretary on the corporate oversight via the Board Fire, Health and Safety Champion and professional support to the delivery of OHS. Contact with external bodies on enforcement, censure, and compliance issues such as HSE.
 
Job Description, Duties and Responsibilities 

Responsibilities will include the following: 

•    Provide support to Head of Corporate FH&S in drafting, updating relevant policies and information and guidance documents. 
•    Interpret and apply the corporate policies in consultation with duty holders and DTUS to establish policy and arrangements. 
•    Strategic thinking is key, we welcome candidates who can see the big picture as well as the local detail with the ability to switch between each position as the requirement dictates to obtain a holistic view.
•    Strong leadership is a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations, and make effective decisions. 
•    Post Holders must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies.
•    Provide professional, technical and specialist occupational health and safety management advice in the provision of health and safety, including compliance with fire safety obligations, to a range of stakeholders and duty holders. 
•    Positively influence managers and nominated staff with OHS responsibilities to improve the health and safety culture. 
•    Post Holders are expected to display a commitment to Continuous Improvement, assisting the Head of Corporate FH&S in leading change, and improving performance. All those appointed to new roles in the team must be wholeheartedly committed to these principles and evidence this in their application.
•    To provide managers at all levels information and potential hazards in the working environment and to advise on the appropriate action to be taken to prevent injury to staff or/and loss of buildings and equipment. Establish for senior management ownership and clear accountability, a SMART H&S delivery plan aligned with the Corporate H&S Strategy and plan, including relevant KPI’s.  
•    Establish and deliver a monitoring strategy, liaising with all core business areas to embed local management and obtain necessary performance and management information to monitor the H&S delivery plan and compliance.
•    Co-ordinate audits, inspections, and accident/incident/near miss investigations to determine the underlying causes in order that action to prevent recurrence can be taken and provide information on which to base an opinion on relevant business area inabilities as required. 
•    Line management responsibilities for Corporate Fire Health and Safety Advisors. 
•    Establish and build good working relationships with health and safety risk contacts to support and advise on quality risk assessments and risk reporting. 
•    The senior leadership team expects all leaders within the team to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment and by delivering results.  
•    Regular travel to MoJ HQ and national sites will be required, so a full driving licence is necessary.
•    Overnight stays will also be required where business needs require. 

Key Activities

•    Providing competent advice on OHS matters to all MoJ business areas. 
•    Consultation and facilitating consultation with employee representatives and stakeholders on corporate level issues.
•    Providing support to the Head of Corporate FH&S in overseeing a Fire, Health, and safety leadership change programme across the organisation with the support of staff, and other stakeholders. 
•    Managing a team of Fire, Health and Safety Advisors 
•    Proving support to the Head of Corporate FH&S in implementing effective health and safety management and appropriate workplace wellbeing programmes for staff, and other stakeholders as appropriate. 
•    Monitor, evaluate and review existing, new, and upcoming health and safety legislation and ensure that the MoJ has systems and procedures in place to meet legal compliance and other requirements. 
•    Work proactively with managers and other key staff to establish and maintain a programme of continuous improvement in the management of fire, health, safety and within their areas of responsibility. 
•    Work closely with departments to ensure compliance requirements are being controlled, documented, and maintained in accordance with regulations and guidelines. 
•    Ensure that rigorous risk assessment and incident management systems are in place and followed across the organisation. 
•    Liaise with HR on health and wellbeing issues particularly where a risk assessment has identified a need, including supporting HR and line managers in carrying out individual risk assessments when required. 
•    Oversee and undertake audits where appropriate and ensure an action plan with SMART objectives is established to address issues identified. 
•    Identify, provide and/or procure an effective health and safety related training regime. 
•    Manage, advise, and enable the Fire, Health, and Safety advisors to support the delivery of the change programme including equipping them with the necessary knowledge and skills to manage and maintain the ISO 45001 management system. 
•    Ensure MoJ maintains the delivery of current fire, health, and safety procedures during the implementation of new management system.
•    Initiating and conducting investigations to determine causes of accidents or incidents, recommending corrective action, and monitoring progress toward resolution. 
•    Developing and updating safety policies to comply with regulations and organisational standards. 
•    Establishing safety committees to evaluate potential hazards within departments and business areas. 
•    Evaluating the effectiveness of safety measures to ensure compliance with organisational policies and procedures. 
•    Assisting the Head of Corporate FH&S as the named point of contact with external bodies on enforcement, censure, and compliance issues such as HSE.

Skills and Experience 

Essential 

•    Experience in completing health and safety management audits against ISO 45001 and implementing action plan to meet audit findings.
•    Experience of Health and Safety related strategy and policy development in a large complex organisation.
•    Experience of Health and Safety related strategy and policy development in a large complex organisation.
•    Recent proven experience of working in a health and safety role at a similar level and bringing about culture change within an organisation.
•    Experience of successfully managing projects.
•    Good communication skills including report writing and presentation skills/ 
•    Ability to build and develop effective working relationships with managers. 
•    The ability to constructively manage a situation where a customer may not be in agreed with the fire, health and safety advice being given to achieve the right outcome. 

Highly Desirable 

•    Experience of Health and Safety related strategy and policy development in a large complex organisation.
•    Recent proven experience of working in a health and safety role at a similar level and bringing about culture change within an organisation.
•    Experience of successfully managing projects.
•    Experience in coaching and mentoring to develop health and safety knowledge and expertise.
•    A practical working knowledge of the usage of ITC packages, e.g., MS Word, Excel, Power Point, Power BI,
•    Proficient/expert in more than one technical dimension.
•    Knowledge and understanding of all aspects of health, safety, and risk management.
•    Knowledge of current health and safety legislation, management, and standards.
•    Knowledge of workplace wellbeing initiatives and how they add value to an organisation.
•    Line management experience.

Qualifications

•    NEBOSH National Diploma in occupational safety and health or equivalent. Qualified to Chartered Membership of IOSH and maintain IOSH CPD (Nebosh diploma or similar currently in progress considered providing other H+S qualification and experience provided).  Willingness to undertake relevant training to ensure they remain qualified and competent to undertake their duties.
•    NEBOSH National Certificate in Fire Safety and Risk Management 
•    IOSH Certified Member (previously Graduate Member) CertIOSH (or working towards). 

Government Property Profession (GPP) Technical Skills 

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels.
