Border Force Maritime Command (BFMC) is the UK’s only national maritime law enforcement body. Its fleet of five Cutters and six Coastal Patrol Vessels play an essential role in delivering the Government’s crime reduction and border protection objectives, alongside a range of wider maritime security goals. The current fleet is at or nearing the end of its design life and so funding was announced in Spending Review 21 to initiate a replacement programme.

The Maritime Capabilities Replacement Programme (MCRP) is a high profile, complex and demanding programme to deliver a new fleet of vessels securing the right capabilities which will remain fit for purpose over the vessels’ expected 20+ years lifespan, adapting to any future maritime security challenges. Delivering the programme rests critically on ensuring that we identify the correct product requirements and can align these with strategic outcomes and user needs. This goes beyond the procurement of the vessels themselves into the implications for wider business change, in Border Force maritime command and elsewhere, which is likely to be significant. The programme, at present in initiation, recently joined the Government’s Major Project Portfolio.

As such, this role is particularly exciting and varied, suitable for someone who can pick up new content quickly and use their skills to deliver priority outcomes for the Maritime Capability Replacement Programme (MCRP).

Job description

The Transformation Directorate is seeking to recruit a highly motivated, innovative, forward thinking and change positive Integrated Logistics Support (ILS) and Safety Support Manager to support the Engineering Delivery Manager in delivery of this capability for the MCRP team and Border Force.

This is a complex programme that requires specialist expertise with extensive knowledge of the maritime sector and someone who can provide the insight and knowledge from experience of working on and supporting major maritime projects. 

Working pattern

Responsibilities

Duties include but are not limited to:

•    Acting as main point of contact and Subject Matter Expert (SME) for all ILS activities, including logistics support, and overall supportability issues.

•    Acting as the main point of expertise for maritime safety and risk management within the programme, including acting as custodian of the Safety Case to demonstrate the vessels are Safe to Operate.

•    Maintaining the schedule of ILS events/milestones and coordinate logistics considerations with other projects in the programme, and with the end user.

•    Further developing the ILS Requirements for the MCRP Manufacture Contract.

•    Being part of the tender evaluation process, assessing the ILS and Safety and Environmental Management sections of the received bids.

•    Creating, managing and updating ILS documentation including the ILS Plan and Supportability Case.

•    Implementing industry standard ILS methodologies, tools and processes working closely and collaboratively with the end user.

•    Leading the commissioning and delivery of the new vessel Safety Case for the programme and supporting the Chief Engineer in overseeing the Ship Life Extension Programme and the associated vessel safety cases.

•    Supporting the MCRP Chief Engineer with the health, safety and environmental requirements, and of delivery of the Safety and Environmental Management System (SEMS).

•    Providing broader technical support to the programme working in a supporting role to the MCRP Chief Engineer.

Please note that there will be some requirement for candidates to travel and stay overnight throughout the UK for shipyard site visits and attendance at stakeholder and key delivery partner meetings.

Person specification

Essential criteria

You must be able to demonstrate:

•    Experience of providing ILS and support advice at a senior level and supporting the delivery of successful technical outcomes in multidisciplinary projects in the Maritime environment. 

•    Experience of commissioning and delivery of the Safety Case for a vessel(s) or similar project.

•    Experience of working with, and as necessary credibly challenging senior stakeholders within the programme business area including in industry, and wider maritime sector.

•    Being able to engage authoritatively across the range and usage of maritime products relevant to the programme.

•    Experience of working in both programme and operational environments.

•    Making effective decisions and setting a clear direction while working closely and collaboratively with programme and other colleagues.

•    Proficiency in Microsoft Office with experience developing and maintaining project documents for scheduling, reporting and governance. 

Desirable criteria

•    Have experience of supporting Policy and Safety Management Systems (SMS).

•    Ideally, be a Chartered Engineer (CEng) and/or a Chartered Marine Engineer (CMarEng) and have membership of RINA/MIMarEST (Royal Institution of Naval Architects/Institute of Marine Engineering, Science and Technology).

The CV and Personal Statement will be scored for all candidates.
