Job summary

DBS was established under the Protection of Freedoms Act 2012 on 1 December 2012, operating from two sites, Liverpool and Darlington. We operate on behalf of government delivering Disclosure functions in England, Wales, Jersey, Guernsey and the Isle of Man, and Barring functions for England, Wales and Northern Ireland.

We operate in the complex world of safeguarding alongside our multi agency partners. Safeguarding means protecting people’s health, wellbeing and human rights, and enabling them to live free from harm, abuse and neglect.

We provide a service that enables organisations in the public, private and voluntary sectors to make better informed, safer recruitment and other decisions. We do this by providing information to enable them to determine whether individuals are unsuitable or unable to undertake certain work, particularly with occupations involving regular contact with vulnerable groups, including children.

Job description

The Police Performance Manager works within the Police Performance & Standards Team. This team is responsible for managing key supplier account relationships with the 52 police forces and law enforcement agencies that work with DBS to produce our Enhanced Disclosure Check product.

Reporting to the Head of the Police Performance Team, the Police Performance Manager is responsible for:

Driving and supporting the operational performance of police Disclosure Units (forces) to secure achievement of Service Level Agreement targets.

Monitoring and reporting of force productivity and recruitment.

Challenging underperformance and supporting force improvement initiatives.

Undertaking budget reviews and monitoring the spending of forces. Assessing workloads and productivity to ensure forces are correctly funded and resourced to deliver DBS forecast.

Reviewing business cases for proposed changes to budgets and resourcing whilst assessing value for money.

Building and maintaining relationships with police and DBS colleagues, sharing lessons learned and best practice to improve overall quality and efficiency.

Supporting the objectives contained within the Police Strategic Plan

Engaging in DBS transition/modernisation activity for the area, representing the needs and requirements of police stakeholders and DBS.

Providing continuous support to Performance Team colleagues to ensure all 52 Disclosure Units can operate to the best of their ability and escalating concerns appropriately.

Attending forces nationally in person, when considered necessary, to meet with managers, staff and represent DBS.

Act as Deputy to Head of the Police Performance Team, when requested, to undertake responsibilities of the team in their absence.

Person specification

Essential Criteria

  • Good written and verbal communication skills
  • Ability to work independently, prioritising workloads to meet tight deadlines, and work under time pressure to deliver consistent high quality work
  • Ability to analyse performance data to determine operational impacts and assess performance trajectories
  • Ability to understand budget information
  • Ability to communicate with confidence and engage with, or challenge, colleagues of all grades, effectively and positively
  • Ability to build and maintain relationships with external stakeholders to achieve organisation objectives
  • Ability to deal with complexity, managing issues to resolution and making effective decisions within challenging timescales
  • Experience of Liaison/management, on behalf of an organisation/business, with external/internal stakeholders, partners, suppliers, accounts, or customers
  • Good working knowledge of Microsoft Office (Word, Excel) or equivalent

Desirable Criteria

  • Reasonable working knowledge of DBS products and processes
