Roles based in London will receive an additional London Weighting of £4,040. Roles based in Chelmsford/Stevenage will receive an additional South East allowance of £3,232. This role attracts a SPOT Rate salary. SPOT Rate offers a progressive increase in pay to reflect the skills and experience of the officer. The starting SPOT Rate is SPOT Rate 1 £38,955. Progression to a higher SPOT Rate is only achievable once in post. The SPOT Rate range for this role includes SPOT Rate 2 £40,488. Eligibility for SPOT Rates is determined by the requirements of the role, not the skills or capabilities of the officer occupying the role. Roles where IPP or PIP2 accreditation is essential are eligible for SPOT Rates. Civil service salary matching is not permitted on the SPOT Rate structure.

However, as that site will not be operational until early 2025 in the interim period you will be required to carry out your contractual duties from Vauxhall, or such other reasonable location, on a temporary basis. For the avoidance of doubt as your contractual place of work is Stratford, the move from any temporary place of work will not give rise to any entitlement to payments for travel time or costs under the Relocation and Excess Travel Policy. Investigations is the core crime fighting capability of the NCA. We take an intelligence-led approach and concentrate on tackling the criminals and risks to the public which are beyond the capability or capacity of other law enforcement bodies.

The Investigations Directorate provides a flexible, shared operational capability, designed to maximise the impact of the UK's collective resources against serious and organised crime, and in specialist support of major crime. Our teams respond to a broad range of threats, many of which also remain a responsibility for police forces and other agencies as well as private industry.

Our teams lead investigations across the Serious and Organised Crime landscape for example: Organised Immigration Crime, Illicit Finance, Modern Day Slavery and Human Trafficking, Child Sexual Abuse and Exploitation, Internal Professional Standards, Economic Crime, Firearms, Drugs including County Lines, Anti-Kidnap and Extortion, Professional Enablers and Money Laundering.

The teams provide a national service of specialist investigative skills and expertise to support major crime investigations conducted by police forces, such as abduction, serial sexual crime and no body murder.

We are focused on dismantling the highest harm organised crime groups and networks as we erode the profit motive associated with serious and organised crime.

Job description

Disclosure Officer in the NCA as defined by the Criminal Procedure and Investigation Act 1996.

The NCA has a number of dedicated Disclosure Officer roles nationally who work as part of our various skilled investigations teams.

The NCA provides a unique opportunity for you to bring your skills and experience in support of high profile, serious and complex investigations.

The NCA currently recruits dedicated Disclosure Officers for the following teams:

  • Complex Financial Crime Teams which proactively target high end money laundering, International Money Controllers and Fraud. These teams are at the forefront of identifying criminal laundering of crime cash-disrupting and prosecuting offenders whilst stripping them of assets.
  • International Corruption Unit which tackles bribery and corruption on a global scale.
  • Operation STOVEWOOD; the largest investigation into non-recent child sexual exploitation (CSE) undertaken by law enforcement. The NCA is leading on this major independent investigation into non familial child sexual exploitation and abuse in Rotherham, South Yorkshire and we are growing the team to ensure that we continue to focus on the needs of the victims and survivors and drive forward our enquiries as quickly as we can.
  • Hardened Secure Communications (HSC); HSC refers to encrypted devices and platforms used by individuals involved in serious and organised crime. HSC is a cross-cutting enabling threat, primarily used by those involved in commodities and prosperity crime - drugs, firearms, money laundering, fraud, insider threat and serious organised crime-related violence (debt enforcement/threats to harm/kill and intimidation).
  • The NCA HSC team is a diverse group of intelligence, investigations and technical officers working in an innovative and collaborative way. As the UK law enforcement lead for HSC, the NCA HSC team works with domestic (UK) and international partners.
  • Investigations provide a unique opportunity for you to bring your skills and experience in support of high profile, serious and complex investigations.

Person specification

Main Responsibilities:

  • Application of the tests for 'relevance and sensitivity' to all material as outlined in the Prosecution Team Disclosure Manual and the Criminal Procedure and Investigation Act 1996, Codes of Practice to ensure compliance and consistency.
  • Record, Retain, Review and Reveal material which may be relevant to the Investigation.
  • Maintain a close working relationship with the Crown Prosecution Service (CPS) and assist in the completion of Disclosure Management Documents.
  • Provide disclosure related advice and guidance to the Senior Investigating Officer (SIO) and case team in relation to third party material, evidence, continuity and material that may undermine the prosecution case or assist the defence.
  • Production of accurate and comprehensive disclosure schedules as agreed with the Crown Prosecution Service (CPS).
  • Give evidence in court in relation to disclosure matters.

Desirable Criteria:

  • PIP1/PIP2 or equivalent.

In the event of a tie-break at interview, the panel will progress the candidate with the highest score in the leading technical criteria to determine merit order. If the leading technical criteria scores are still tied, the panel will then assess desirable criteria to determine merit order. If scores are still tied following the review of desirable criteria, then the panel will revert to sift scores to determine merit order.

Qualifications

The following qualifications/skills are essential to the role and proof will be required at interview:

CiLEX or similar, and/or suitable experience.

  • Recent experience of managing disclosure related obligations, involving digital material as per the Attorney Generals Guidelines on Digital Material.
  • Experience of preparing disclosure schedules in a serious and complex investigation and have submitted these to the CPS. You will also evidence having managed the disclosure process through the investigationprocess.

There will be one round of interviews - This will be competency/hypothetical interview, candidates will be will be assessed on the Behaviour and Technical criteria, as outlined in the Person Specification.

Additional Information 

  • The NCA is a 24/7 organisation, and working patterns must support business requirements. Some roles may require you to respond at short notice or outside of core hours.
