Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.

We are looking for a dynamic, experienced and qualified Head of Sailing Training at the Joint Services Adventurous Sailing Training Centre. The successful candidate will join the senior leadership team, providing critical management of Leadership & Resilience training (ALeRT) delivered through offshore sailing training - subject matter expert advice and assurance to the Officer in Charge. The post is responsible for the coordination of worldwide sailing activity and training, which is delivered to over 4000 service personnel per year; the management of all sailing staff; and the safe, efficient and effective delivery of all sailing output.

This position is advertised at 37 hours per week with contract arrangements to enable on water training delivery. 

Job description

Based at our modern, well-equipped site in Gosport, the Head of Sailing Training role works with the two Chief Instructors responsible for the two key areas of delivery – Royal Yachting Association courses and Continuation Training to deliver assured and effective training.

The successful applicant will be integral to the planning and assurance of all sailing activity, specifically safety and training quality, working closely with the senior manager to develop and deliver the long-term strategy.

The Head of Sailing Training responsibilities will include, but are not limited to:

  • Key member of the Joint Services Adventurous Sailing Training Centre Senior Command Team
  • Providing up to date UK and MOD related offshore sailing Subject Matter Expertise advice the Senior Management.
  • Ensuring that Leadership and Resilience Training (ALeRT) is embedded into sail training.
  • Planning, managing and assuring the delivery of all sailing output.
  • Managing provision of assurance of sailing operations.
  • Coordinating assets to deliver the agreed short, medium and long term sailing programme.
  • Delivering training analysis to structure future output.
  • Line management of sailing staff.
  • Convening and chairing routine sailing assurance meetings.
  • Investigating sailing incidents at Joint Services Adventurous Sailing Training Centre, Gosport and elsewhere as directed.
  • Lead, deliver and validate on water sailing training activity in person.

Person specification

It is essential that candidates are currently qualified as Royal Yachting Association Ocean Skipper and Yachtmaster Instructor, or able to qualify as the Yachtmaster Instructor with significant experience of managing, delivering and assuring the RYA offshore training scheme.

They must also demonstrate:

  • Ocean level sailing experience.
  • A thorough understanding and practical experience of Safety Management Systems, including risk assessment
  • Successful line management of multiple employees.

A Yachtmaster Examiner qualification is desirable, and enthusiasm, energy and leadership skills will be required to generate and maintain interest in offshore sailing and manage JSASTC Gosport staff in the delivery of training.

o Applicants must be a minimum of RYA Yachtmaster Ocean and in date Yachtmaster Instructor, or able to qualify as the Yachtmaster Instructor. RYA Yacht master Examiner is desirable.
o Up to date Professional Practises and Responsibilities Course
o Up to date Seafarers medical certificate (ENG 1) with at least 12 months remaining.
o Preferably Classroom Instructor qualified.
o Safety Risk Manager trained.
o Proficient with MS Windows and Office suite.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.   • Experience of managing the RYA Offshore Training Scheme: sailing activity, sailing staff, finances and training output.

Following sift, individuals selected for interview will be invited to visit Joint Services Adventurous Training Sail Training Centre to enable them to prepare for interviews. This will include viewing training activity, Joint Services Adventurous Training Sail Training Centre equipment, including the MOD yachts, and meeting key staff. A minimum of 2 full working days’ notice, but normally more, will be provided for interviews. We endeavour to stick to these timelines, but they are subject to change around business needs.

Individuals called forward for interview, at Headquarters Army Adventurous Training Group based in Upavon, Wiltshire (to be confirmed). Questions by board members will be focused on all 4 Behaviours and relevant Qualifications and Experience listed above.

Following initial acceptance, the successful applicant will be processed by Defence Business Services, including security clearance. This process can take up to four months from the interview date depending on the individual. Following an agreed start date, Army Adventurous Training Group and Joint Services Adventurous Training Sail Training Centre will provide an effective general Civil Service and focused Joint Services Adventurous Training Sail Training Centre induction period followed by the standard Civil Service probationary period of six months.
