Job summary

This role provides an exciting opportunity to make a real difference to the lives of LGBTQ+ people in Wales. Working with a small team within Equalities Division, the post holder will work towards creating a fairer Wales by supporting the implementation of the Welsh Government’s LGBTQ+ Action Plan and delivering and monitoring a number of Programme for Government commitments. The work area is busy with a high level of ministerial attention and stakeholder interest and engagement.  

This role has a substantial outward facing dimension, both across Welsh Government and with external stakeholders. The post holder needs to embrace working with a wide variety of stakeholders, and to maintain a strong network of internal colleagues, including with ministerial offices, as well as external stakeholders.

The post holder must be motivated self-starters, able to deliver quality work to demanding timelines and proactively troubleshoot.  The post holder must be comfortable with competing priorities and dealing with sometimes conflicting views and priorities of stakeholders. Person specification

The post holder will be responsible for the following:

Policy work

  • Develop and actively maintain a strong network of internal and external stakeholders to facilitate delivering the Welsh Government’s policy commitments, including within and beyond Equalities & Human Rights Division, Ministerial offices, as well as external stakeholders, from the LGBTQ+ Community. 
  • Deliver high quality and timely briefings and agendas for LGBTQ+ stakeholder advisory meetings. 
  • Ensure the team meets delivery targets for timely, high quality government business products, including FOIs, questions, ministerial briefings, assembly questions and other plenary business; correspondence; speeches; diary cases etc. ensuring good systems are in place to respond quickly and accurately, and ensuring responses and briefing reflect the latest position and record keeping is accurate and up to date.
  • Partner with colleagues in Comms to communicate and leverage our work and ministerial commitment, having a forward look to ensure a long term plan is in place as well as ensuring we are ready to react to emerging priorities.
  • Support the development and delivery of recommendations and new policy developments emerging from PfG commitments in the sector.
  • Monitor local, regional, national and international events which relate to or impact upon these policy areas, ensuring Ministers and senior managers are appropriately briefed.
  • Represent the Welsh Government at various meetings / forums.

Planning and delivery work

  • Work in partnership with the Grant Manager to set up and administer well designed grant schemes which deliver against policy priorities, such as the Grassroots Pride Fund.
  • Contribute to robust scrutiny and assessment of spending, including prior to funding decisions, and following up to ensure high quality delivery and reporting of agreed results.  Ensure lessons learned from spending are applied to future policy making.

Corporate

  • Ensure the LGBTQ+ and gender team maintains strong recordkeeping and meetings timelines for delivery of government business.
  • Work with other team members, particularly the Business Manager, to update and maintain the i-share filing architecture for the team.
  • Promoting equal opportunities across the Welsh Government through supporting the work of the wider Equality team. This involves contributing to team meetings, assisting other team members during busy periods and providing cover across other policy areas where necessary.
