Job Description 

This role sits within the strategic finance side of Finance, Procurement and Risk Department which supports teams to spend money on the right things, in the right ways, and through the effective management of risk to help Ofgem deliver its priorities.  This is of critical importance in the current energy market and at a time when Ofgem is evolving to an organisational design that focuses on professions and flexible resourcing.  Your role will be critical in supporting this successful transition through our finance systems, budgetary oversight, robust data and quality financial reporting.  You will be responsible for the integrity and value of data Ofgem finance develops, uses and publishes.   

We are looking for a self starter who is organised, works collaboratively to run different processes in parallel and can draw out key messages from detailed financial information in a format that non-technical colleagues can understand and take actions upon.   

Person specification

Key Responsibilities 

  • Reporting to the Head of Financial Management, manage Ofgem’s monthly finance cycle and providing quality insight through delivery of reports, identifying trends, risks and variances with recommendations for Executive Committee.   
  • Support clear and robust budget allocations through acting as the intermediary between finance and ePMO as well as managing the Main and Supplementary Estimates processes. 
  • Build relationships with teams across Ofgem finance to support data integrity, quality financial information in ledgers, robust variance analysis and joined up finance systems 
  • Plan, oversee and deliver a set of work deliverables on time and to a high standard through effective management and support of team members.  

 

Key Outputs and Deliverables 

  • Lead on development of standardised financial reporting, supplemented by corporate MI, to deliver insight and recommendations that support in-year financial management 
  • Manage the monthly consolidation of a robust resource forecast, with comparative projections, risks and opportunities that can inform budgetary requirements, spending decisions and cash management 
  • Develop standard processes and conduct variance analysis and validation checks to support accuracy and compliance 
  • Support oversight and control of OFGEM’s budgets through: 
  • working closely with ICC and ePMO 
  • planning and supporting Main and Supplementary Estimate processes 
  • Accounting for income and setting up processes and controls to protect ringfences 
  • Manage a team that: 
  • Delivers a month end process that is accurate, complete and on time 
  • Protects data integrity in all financial ledgers 
  • Maintains a chart of accounts hiearchy that meets evolving organisational design changes to deliver internal and external reporting requirements 
  • In conjunction with IT, supports system integrations, interfaces, upgrades and improvements 

Role Requirements  

Essential Criteria

  • CCAB or equivalent qualified (Lead) 
  • Experience of setting and overseeing strict month end financial timetables and managing financial ledgers (Lead) 
  • Sound knowledge of government accounting including managing public money, supply estimates and consolidated budgeting guidance 
  • Experience of line management and professional development 
  • Extensive experience of financial reporting through finance systems and MS tools eg Excel and Power BI
