Job description

LOCATION: THIS ROLE IS ELIGIBLE TO BE BASED IN THE NEWCASTLE, YORK, BRISTOL AND PRESTON OFFICE LOCATIONS.

The Marine Management Organisation (MMO) is an executive non-departmental public body of the Department for Environment, Food and Rural Affairs.

Driven by government’s aim for clean, healthy, safe, productive and biologically diverse oceans and seas, MMO’s purpose is to protect and enhance our precious marine environment, and support UK economic growth by enabling sustainable marine activities and development.  We are the independent regulator for England’s seas, professionally delivering service-focussed outcomes for our customers.

Job description

This is an exciting time to join the MMO as we play our part, in line with our vision for ‘A prosperous future for our seas, coasts and communities’, in delivering the new government’s mission with a focus on growth, net zero, and protecting and enhancing of the marine environment. That includes the MMO’s Strategic Goal to ‘to manage a responsive and widely owned English marine planning framework.’

The Marine Planning Team (MPT) and Strategic Renewables Unit (SRU) sit within the MMO’s Marine Development (Domestic and International) Directorate, alongside Marine Licensing Team and the Global Team.

The MMO service that the MPT and SRU contribute to most directly is “Enabling sustainable marine development”.

  • The MPT’s core service is to prepare, implement, monitor, evaluate and report on England’s marine plans based on sound evidence and data, and effective engagement including working across government to influence the development of the approach taken to marine planning.
  • The SRU’s core service is to act as the hub on offshore wind and marine renewables for the MMO, both internally and externally, maximising the expertise and contributions of relevant MMO teams.

The role will provide leadership and management of the MPT and SRU, be part of the Directorate Senior Leadership team, and contribute to relevant wider MMO activities including as a member of the cross-MMO Departmental Leadership Team (DLT).

The Marine Planning Team mission is ‘To ensure marine planning, which makes sure the right activities happen in the right place, at the right time, and in the right way, delivers the MMO’s Vision, Mission, & Strategy’. To achieve our mission, we will...

  • Make the most of published plans to fully realise their value and utility including through more informed and efficient decision-making, working with others in MMO to lead by example.
  • Keep marine plans relevant, revising and updating them in response to changing context, changes in terrestrial planning, and in line with the continued evolution of marine planning.
  • Apply the best available evidence to understand current and future needs, to monitor and evaluate the impact of marine planning, and to implement and revise marine plans.
  • Engage with stakeholders and partners to not only meet statutory requirements but ensure effective participation and collaboration in a transparent way throughout the marine planning process.
  • Broadcast our experience, outputs and activities to widen understanding and ownership of marine planning and improve recognition of the MMO’s contributions.
  • Be a hub of expertise, growing and maintaining our capability and helping to build a broader community of marine planning practice.

The Strategic Renewables Unit vision is to: ‘Ensure the MMO’s vision of a prosperous future for our seas, coasts and communities is supported through deployment of sustainable offshore wind and other marine renewables.’

The Vision will be achieved through the following objectives

  • Enhance MMO’s internal and external ways of working on Offshore Renewables to support offshore renewables deployment in line with the MMO Strategy
  • Support external short and long term regulatory/system improvements to enable offshore renewables deployment in line with the MMO Strategy
  • Oversee MMO’s strategic engagement in offshore renewables and maintain productive relationships with stakeholders.
