ONS operates a flexible hybrid working model across the UK, with colleagues linked to one of our contractual locations in Newport or Titchfield (Fareham) or London
As part of the hybrid working arrangement there is a 40% minimum office attendance requirement. Attendance is typically at your contractual office, with occasional travel to alternative locations.
Some of the vacancies can be based at either our Newport or Titchfield site, and one of our vacancies are based at our London location.

Job description
We have a range of exciting leadership roles in our People and Business Services (PBS) directorate; responsible for delivering an ambitious programme of work that ultimately ensures the ONS has the right skills in the right place at the right time to deliver our priority outcomes. These roles will work in partnership with our senior leaders to design and deliver people interventions in areas such as resourcing, reward, strategic workforce planning, employee experience, skills development and policy.
These roles will also be key members of the extended senior leadership team, driving the strategic intent of our ambitious people plan for the organisation, embracing innovative people practices and bringing clear direction, pace and drive to the teams they will be leading.

Key responsibilities
This is a campaign for a number of senior positions within the PBS directorate across a range of HR disciplines. Examples of key responsibilities across these roles may include:
- Leading, developing and implementing people policies, projects and interventions in line with organisational goals and legal requirements.
- Leading and managing teams of HR professionals, providing guidance, support, and development opportunities.
- Strategic skills development linked to workforce plans to ensure the organisation has the right skills and capabilities to deliver its priority outcomes.
- Partnering with senior leaders and managers to align local people plans and approaches with wider priorities and business objectives.
- Leading an evidence-based approach to our people plan, ensuring we have access to high quality employee data and analytics with clear metrics to assess the effectiveness of our people practices.
- Leading on large programmes of work in a number of HR disciplines ensuring outcomes are clearly aligned with business need.
- Collaborating with senior leadership colleagues to drive positive leadership practices, delivering a small number of high-impact, centrally run initiatives.
Person specification
Essential criteria
- Evidenced experience in developing and delivering HR strategies with strong links to business outcomes.
- Strong business partnering and consultancy skills, with the ability to understand wider business objectives and stakeholder needs, working in a systemic and collaborative way.
- Proven experience of influencing a range of colleagues and senior stakeholders with differing drivers, including experience of navigating conflicting views and priorities.
- Demonstrating outcome focused, strategic thinking where you can feed workforce and business needs into people approaches with clear and tangible solutions.
- Strong experience in leading and building diverse teams with differing development needs, particularly through periods of ambiguity and change.
- Excellent operational HR implementation experience.
Desirable criteria
- CIPD (level 7) or willingness to work towards.

Security Clearance
The requirement for SC clearance is to have been present in the UK for 3 consecutive years immediately prior to applying.
A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility by exception on a case-by-case basis. You will be asked to provide information regarding your UK residency during your application, and failure to provide this will result in your application being rejected.

Application Stage:
Your CV will be assessed at the application stage, focusing on your work history, skills, and experience. It should provide clear evidence addressing each essential criteria outlined in the person specification. As the criteria is scored, we recommend using specific examples that demonstrate the impact of your actions.
Success Profiles Behaviour examples are not required at this stage.
In cases where there is a high number of applications the sift pass mark may be adjusted and candidates will be invited to interview in merit order, i.e., those scoring the highest.
Assessment and Interview
Interviews will be held in person at the Newport site.
If invited for an interview, you will be required to complete an assessment. This includes a paper-based in-tray exercise, where you'll present your findings to a stakeholder panel. Throughout the assessment and interview, you will be evaluated on the key behaviours outlined in the job advertisement.
One of our vacancies may be based at our London location, therefore only the highest scoring candidate with this preference will be allocated to this site.
A reserve list may be held for a period up to 12 months from which further appointments may be made.
The Sift will be conducted from 22nd November 2024.
Candidates will be invited for interview and assessment at our Newport site, on one of the following dates: 3rd, 4th or 5th December 2024.
Feedback will only be provided if you attend an interview or assessment.
