Job summary

The FSA is a non-ministerial department of over 1600 people. We play a critical role in protecting public health and consumers’ wider interests in food across England, Wales and Northern Ireland. Our vision is an important one - to drive change, delivering “food you can trust” and working towards a healthier and more sustainable food system.

The FSA’s Investigations Team have responsibility for enforcement matters related to official controls delivered by the FSA in the area of meat and dairy hygiene and wine standards. It also advises on and investigates matters the FSA delivers for other government departments in the areas of animal welfare, animal by-products and TSE related matters. We are now looking for an Enforcement Advisor to join us supporting the Senior Enforcement Advisor in their role, and providing general support to the whole team in ensuring enforcement is proportionate, lawful and links with the relevant policy approaches of the Agency and other government departments in delivering official controls.

You will build on your experience, whilst enhancing your skills and knowledge in this specific area of work as you project manage the implementation of various initiatives and contribute to the continuous improvement of operational, legal and policy areas. You will also provide advice and guidance to ensure the effective application of enforcement in the areas of meat hygiene, dairy hygiene and wine standards to achieve compliance or effective evidence gathering leading to successful formal action in the criminal courts.

Job description

This role is perfect for someone who wants to be involved in the core business of the FSA, working with a variety of internal and external stakeholders including FSA Field Operations and Lawyers, the National Food Crime Unit, Food Standards Scotland, Animal and Plant Health Agency, Defra and the Police (amongst others).

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Experience and Technical skills.

Application and shortlisting

You will be asked to provide personal details (not seen by the Panel) and to confirm your eligibility to apply for the role.

Ability: You will be asked to complete an online verbal test and, if successful, will proceed to the rest of the application.

You will then be asked to complete an application which will be used to assess you against the following essential and desirable criteria. (Desirable criteria will only be assessed in the event of a tie between candidates).

Essential criteria

Experience

  • Lead criteria:  Experience of working across different sectors outside your organisation in order to achieve consensus on the way forward. This should include relationship building with clients such as law enforcement, local or national government, industry or non-governmental bodies.
  • Experience of constructing evidence-based arguments and describing the benefits of alternative courses of action, risks / issues etc. to inform policy or senior decision makers
  • Experience in drafting guidance documents
  • IT literate, with experience in interpreting data and undertaking root cause analysis
  • Experience of effectively interpreting legislation and applying it to practical scenarios using a risk based approach.

Technical

  • Knowledge of the criminal legal system, with an understanding of:
  • Regulatory powers and the Police and Criminal Evidence Act 1984,
  • Evidence gathering and The Criminal Procedure and Investigations Act 1996,
  • The Regulation of Investigatory Powers Act 2000 / Investigatory Powers Act 2016
  • A working knowledge of criminal enforcement.

Desirable criteria (Desirable criteria will only be assessed in the event of a tie between candidates)

Technical

  • Knowledge of food law enforcement in areas such as food safety / food hygiene / animal welfare / animal by-products / TSE controls / wine standards or similar relevant experience in the area of food law policy

Lead Criteria An initial sift will take place on the Lead Criteria.

In the event that we receive a large number of applications, the minimum pass mark for the Lead Criteria may be raised at shortlisting stage. Candidates who apply under the DCS, GPTW or RIS schemes and meet the minimum requirements will be unaffected by the pass mark raise.

Interview

If successful at shortlisting stage, you will be invited to a final interview in which we will assess you against the following Experience and Technical requirements of the role and Civil Service Behaviours Level 3.
