Ofgem is Great Britain’s independent energy regulator. Our primary responsibility is to protect energy consumers, especially the most vulnerable, while at the same time working with government, industry and consumer groups to deliver a clean, more affordable and secure net-zero energy system at the lowest cost to consumers and drive economic growth.
The Energy Act 2023 includes a package of significant reform to the governance of the gas and electricity industry codes, that will aid the modernisation of the energy system and fundamentally change the way the sector is regulated. It is vital that these codes, which contain the detailed rules of participation in the energy markets, can respond to the evolving sector. The Act introduces a new strategic oversight role for Ofgem, supported by a new licensing regime for code managers who will be responsible for the governance of the codes.
Job description
Ofgem is at the forefront of transforming the governance of the gas and electricity industry codes, which underpin GB’s energy sector operation, tackling long-standing challenges and creating innovative solutions to ensure that the codes can respond to the significantly changing sector. We are looking for a Head Code Governance Reform to join us and play a critical role in leading the charge to implement these reforms.

We’re offering a permanent role where you’ll lead a multi-disciplinary team focused on the critical task of implementing complex regulatory reforms, including a new strategic oversight role for Ofgem and a new licensing regime for code managers. This high-profile role provides the opportunity to support a transformation in the way the sector operates to achieve better outcomes for consumers and deliver against net zero commitments.
We are looking for an experienced policy professional with the insight, experience, and skills to lead on the policy development and implementation of this major programme. You’ll need a strong leadership background, excellent policy development and analytical skills, and a proven capacity to influence at senior levels. Experience in policy or service delivery environments, as well as an ability to navigate complex, multi-stakeholder landscapes, will be essential for success in this role.
You’ll join a friendly, hard-working team and be responsible for guiding strategic policy initiatives while co-ordinating with stakeholders across Ofgem and the broader sector. This is an exciting role in which you will lead a project addressing key issues in the energy industry, bringing fresh approaches to long-standing challenges and reshaping how the sector operates.
The successful candidate will be deployed as a Head of Code Governance Reform in the Market Oversight and Enforcement directorate, reporting to the Deputy Director Industry Rules. Longer-term, you will have the opportunity to work flexibly across Ofgem on a range of projects.

Key Responsibilities
- Planning and delivery of key workstreams including leading and managing the work of the project team.
- Managing and providing strategic vision to the code governance reform team and working with stakeholders across Ofgem and externally to ensure policy development work is well coordinated to facilitate the delivery Ofgem’s strategic priorities and the transition to net-zero.
- Innovative solutions to address emerging policy issues or challenges in areas of responsibility to ensure effective delivery of policy, evaluating impacts, adapting as necessary while being aware of the wider context of your policy area.
- Delivering robust decision making, and managing interdependencies risks and resourcing to support timely delivery.
- Establish collaborative working relationships with colleagues across Ofgem and other relevant external parties building consensus on the approach to change and implementing reforms.
- Manage a multi-disciplinary and diverse team to provide inclusive leadership, supporting and developing team members and the wider project team and demonstrating commitment to Ofgem Values.
- Jointly responsible with the Personal Development Lead (PDL) on welfare and pastoral care of all colleagues.

Essential
- Proven aptitude for leadership with demonstrable experience leading diverse and high performing teams [LEAD].
- Proven track record in analysing policy issues, evaluating options and making recommendations and decisions based on complex information and competing priorities [LEAD].
- Experience working collaboratively with a diverse range of stakeholders to deliver against challenging deadlines, while managing multiple priorities within a policy implementation or service delivery environment.
- Excellent stakeholder management, communication and influencing skills, including at senior levels and in challenging relationships.
- Ability to see the linkages between different areas of work being undertaken across the organisation and to develop coherent cross organisation positions.
Desirable
- Strong understanding of the licensing and legislative framework that the industry codes operate within, their interactions with central systems, and their role governing the commercial/technical operation of the electricity and/or gas market.
- Knowledge or experience of assessing and appointing new organisation to manage new functions and/or managing implementation and monitoring.
