Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.  The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.

 The position is advertised at 37 hours per week.

Job description

The Continuous Improvement and Business Change Teams sit within Transitions, Technical Support and Continuous Improvement within the SCS1* led Navy Nuclear Portfolio Group in the Submarine Directorate. The team of 6 will operate across the Directorate, working closely with other SCS 1* areas to deliver and support Continuous Improvement and Business Change initiatives to increase productivity, improve the quality of outputs and prepare the business for changes.

The postholder will support the Continuous Improvement and Business Change Managers, as well as the wider teams who are geographically dispersed across HMNB Clyde, NCHQ Portsmouth, HMNB Devonport and MOD Main Building.

The postholder will be the ‘hub’ of the teams, ensuring that mechanisms are in place to prioritise and assign work, monitor performance and outcomes, coordinate attendance at site-based engagement and identify and promote learning and development opportunities. They will also be required to support wider Continuous Improvement and Business Change activity being delivered by the team.

The postholder will have regular interactions across the whole Directorate and beyond, at all levels, and will therefore require outstanding communication skills and an ability to operate seamlessly across military, civilian, and industrial partner engagements.

While the aspiration is for the postholder to be based at HMNB Clyde, there may be opportunities for alternative working arrangements at another MOD site local to HMNB Clyde, with regular visits there, or at NCHQ Portsmouth or MOD Main Building. This can be discussed further at interview. There will also be an expectation for regular travel to other MOD locations, with overnight stays expected.

 This job role may also be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (which is based on business assessment of where work is best done) and working from home as a personal choice. If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.

Experience:

  • Experience of producing and maintaining systems to manage team workloads.
  • Experience of designing and maintaining systems to monitor performance and outcomes for a service or discrete operation.
  • Experience of providing secretariat support to team meetings or formal governance.
  • Experience of organising events or meetings.

  • Experience of working in a complex operational environment.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
