Job summary
NS&I are welcoming applications from experienced Programme Managers looking to make a difference. Working within our Business Delivery & Transformation Directorate you will support the Programme Director to deliver our Transformation Programme.
National Savings and Investments (NS&I) has embarked on a re-procurement of its’ outsourced business process services and is now in the middle of its Transformation Programme. This presents an exciting opportunity for our business and to those involved in delivering its’ future.
As a Programme Manager you will lead the successful management and delivery of the NS&I Programme, in accordance with agreed methodologies, Enterprise Programme Office (EPO) standards and Programme and Project Management (PPM) best practices, through to closure, ensuring optimal delivery and optimisation of time, cost and quality.
We are seeking someone who is passionate about delivery and managing complex programmes to enable NS&I to continue to deliver enhancements for our customers and provide secure, cost-effective funding for government.

Essential qualifications
A recognised PPM practitioner level qualification e.g. Managing Successful Programmes (MSP) practitioner, PRINCE2 practitioner, Association of Project Management practitioner or equivalent experience
Essential experience
- Substantial experience as a Programme Manager in a similar environment to change and banking
- Experience in Programme management and in Project management within the public sector or Financial Services.
- Experience of working in an outsource environment – as client and/or supplier.
- Experience in delivering Change managing multiple 3rd parties
- Experience of managing and delivering Portfolios containing multiple concurrent initiatives, including a wide raging diversity of Projects
- Experience of managing programme budgets in excess of £20M and individual project budgets in excess of £5M
- Experience in Project/Programme Assurance
- Experience of managing Programmes and Projects in accordance with relevant public sector standards, including IPA, OGC and OJEU
- Experience working with public sector organisations
- Commercial experience, preferably in financial services
Essential skills
- Advanced knowledge and skills in PPM techniques and methods
- Strong analytical skills, including the ability to review, challenge and utilise data
Essential technical knowledge
Risk & Issues management: experienced in effective identification, assessment and management of Programme and Project risks and issues in accordance with Government guidelines and best practices

A reserve list may be held for a period of 12 months from which further appointments can be made.
Working for NS&I
NS&I is currently working in a hybrid way with colleagues expected to work in the office for 40% of their working month and this will be increasing to 60% of their working month in the early winter of 2025. If you are applying to work in London, the role is currently based in Sanctuary Buildings, Great Smith Street, SW1P 3BT and in early winter of 2025 it is anticipated that NS&I will be moving out of Sanctuary Buildings and into another office within central London.
Any move to NS&I from another employer will mean you can no longer access childcare vouchers. This includes moves between government departments.
