Job summary
The Health and Safety Executive (HSE) is Britain’s national regulator for workplace health and safety. We are dedicated to protecting people and places and helping everyone lead safer and healthier lives.
The Change Team sits within our Operational Services Division and is comprised of three key pillars:
- Transformation Office (''TO'')
- Programme & Project Management (“PPM”)
- Change & Business Improvement (“C&BI”).
The last two pillars contain professional practitioners who are deployed to projects and programmes within HSE. These two practitioner pillars are each led by a Head of Change and supported by a Practice Lead.
The Data & Management Information Analyst (DMIA) role sits within the C&BI pillar and will report to the C&BI Practice Lead or a Change and Business Improvement Manager. You will work alongside other professionals, e.g. other Analysts, Change Practitioners, Business Architects, in the C&BI team to provide expert information analytics to support the delivery of HSE transformation and drive operational excellence.
Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.
Job description
You will work within multidisciplinary teams to support the delivery of the various organisational benefits and enhancements. You will take a lead role in applying data and MI analysis skills to support improvement of existing practices and the development of new services while driving data & management information efficiencies.
Key Responsibilities
You will be responsible for:
- Understanding and interpreting business problems to identify and implement appropriate data solutions.
- Leading the creation of data models and conceptual & logical data structures, to support recommendations and inform the design and implementation of new services and processes across HSE.
- Collecting, preparing, analysing, presenting and reporting on large and complex qualitative and quantitative datasets, using a range of analysis and modelling techniques to derive actionable insights and identify / predict trends.
- Leading the creation of planning and performance reporting frameworks and the definition of KPIs to maximise operational excellence.
- Analysing, modelling and forecasting the impact of change initiatives on existing operational and financial KPIs.
- Utilising programming skills for data and analytics. Identifying, collecting and migrating data to/from a range of systems.
- Liaising and building relationships with key stakeholders to help them understand the relationship between data models and operational service, highlighting risks where appropriate.
- Performing line management and/or matrix management of more junior staff, as required.
- Supporting day-to-day business operations and working with colleagues across the wider team to deliver against priorities and drive best practice.
Please note, travel to other HSE offices will be required dependent on the needs of the business and projects and this may include overnight stays.

Essential Skills and Criteria:
- Extensive previous experience in a Data Analyst / data scientist / operational data role. (Lead criterion)
- Demonstrable experience translating business issues into high quality data and MI analysis outputs that drive insight and decision-making.
- Ability to develop strong and productive relationships with stakeholders, and to communicate at all levels to both technical and non-technical audiences.
- Ability to successfully work as part of a project team, balancing competing demands and defining & working to agreed deliverables and deadlines.
- Advanced Microsoft Excel skills, and proficient in Structure Query Language (SQL) and Microsoft Power Platform (PowerBI, Automate, etc).
- Strong IT and mathematical skills with the ability to quickly learn new systems and ways of working.

As part of your application, you will be invited to complete an anonymised CV detailing your career history, responsibilities, skills, achievements, qualifications and relevant training. When giving details in your employment history, you should highlight your skills and experience in line with all of the essential criteria listed in the Person Specification.

Sift information
The sift will take place during week commencing 11th November.
The sift panel will use the information in your employment history, Personal Statement and Behaviour Statement to assess your experience, skills and knowledge against the essential criteria.
In the event of a high number of applications, an initial sift may be conducted using the lead criterion “Extensive previous experience in a Data Analyst / data scientist / operational data role”. Candidates who pass the initial sift will progress to a full sift.
Your CV will be marked using a benchmark against the essential criteria. If candidates pass this benchmark, they will be marked on their Personal Statement, including the lead essential criteria and then the 250 word statement on the lead behaviour.
Interview information
Interviews are due to be held during week commencing 25th November and 9th December via Microsoft Teams.
If you are successful at sift, you will be invited to a first interview which will consist of a series of questions relating to the Technical Skills listed in this advert.
If you are successful at the first interview, you will be invited to a second interview, where you will be assessed on the Behaviours, listed in this advert, using examples of your experience to highlight and demonstrate these.
