Ofgem is Great Britain’s independent energy regulator. This role sits within the Offshore Cost Assessment team within the Networks directorate of Ofgem. The Networks directorate is responsible for managing over £80bn of investment in gas and electricity networks over the next 10 years. We play a key role in facilitating the move to a low carbon energy sector and Net Zero, whilst continuing to provide safe, secure, high-quality electricity and gas network services at value for money to existing and future consumers.
Job description
The successful candidate will help to implement regulatory policy for electricity transmission networks, establishing positive working relationships with a broad range of internal and external stakeholders, and representing Ofgem with robust, confident and accurate analysis. You can expect to be involved in technical analysis and statistical/econometric modelling as well as producing reports to engage with industry representatives
You will task manage a team of people scrutinising detailed cost submissions in respect of offshore, onshore, multipurpose interconnector and interconnector (cross-border) electricity network projects, and ensuring that the costs associated with these projects are economic and efficient. In doing so you will be responsible for leading the analysis of three or four major projects every year, while also task managing other team members and external consultants. You will also lead discussions and engagement with project developers to understand and test their proposals. You will use the findings of your analysis to ensure consumers receive value for money.
The breadth of work ranges from technical analysis and statistical/econometric modelling to report drafting and stakeholder engagement (eg discussions with industry). Your management of people will also allow team members to play to their strengths or develop in new areas.

Key Responsibilities
- Detailed and robust analysis of submissions to help determine the economic and efficient costs associated with the development and delivery of these projects. This will include comparing costs across different projects, undertaking detailed benchmarking analysis to inform and support our assessments, and helping to set appropriate incentives on project developers to manage their costs efficiently.
- Creative but robust analysis of complex information that supports policy and decision-making.
- The ability to quickly review and draw conclusions from detailed cost and technical submissions.
- Presentation of analysis and consequential clear and concise policy/decision proposals to senior managers and external stakeholders
- Produce internal management papers, external reports, consultations and impact assessments.
- Lead assessment of two or more large (>£100m) infrastructure projects at any time. This will involve project planning, analysis of issues, management of external consultants and their contracts, and management of work packages allocated to other team members.

Essential
- Strong analytical skills and an ability to assess and interpret complex information and data to highlight relevant trends and draw conclusions [LEAD].
- Experience of stakeholder management.
- A proven track record of effective delivery of work packages or projects in a commercial or public sector environment.
- Excellent written communication skills, with a track record in successfully managing diverse stakeholder groups.
- Good project management skills with a strong track record of delivery against challenging deadlines.
- Experience of people management, either directly or in a matrix working environment.
Desirable
- Excellent understanding of economics, regulation, or commercial considerations relating to infrastructure investment and delivery.
- Understanding of the energy sector.
