Job summary
This post is located within UKHSA’s Global Operations Division, led by the Director of Global Operations. We are recruiting for a Senior Epidemiology Scientist to be based in Montserrat for 6 months.
The Global Operations supports the delivery of UKHSA’s Global Health Strategy. It provides a corporate service to UKHSA supporting the oversight, coordination and delivery of UKHSA’s international activity and working with UK government departments and other UK partners to build and strengthen international public health links.
The postholder will work within the UK Overseas Territories (UKOTs) Programme at UKHSA.
The post holder will support surveillance across the different areas of the UKOTs programme including leading on the collection and analysis of data as well as producing routine and ad hoc reports within the territory of Montserrat. This will encompass both communicable and non-communicable disease surveillance. The post holder will analyse and interpret surveillance data and other bespoke data, and develop automated routines and solutions as appropriate, as well as responding to ad hoc data requests.
This post will also help to build capacity in Montserrat in the epidemiological investigation of incidents and outbreaks of infectious diseases. This will include supporting the delivery of training and the provision of bespoke advice in collaboration with other partners.
Job description
- Work with Montserrat Ministry of Health and Social Services, and other members of the UKOTs team across to identify surveillance needs
- Support external stakeholders within the territory of Montserrat, such as the Chief Medical Officer (CMO) and their staff members, in the development of surveillance system specifications and evaluations
- Develop data collection tools appropriate to the needs and resources of Montserrat and support in their implementation
- Conduct both simple and complex data analyses, making appropriate recommendations
- Contribute to writing situational analysis reports on surveillance and healthcare data collection systems in Montserrat
- Support Montserrat’s CMO and their teams in the analytical and data management aspects of epidemiological outbreak investigations
- Use common statistical/database/mapping/web tools such as Microsoft Excel, Stata, R, ArcGIS, SQL and SharePoint in routine reports
- Project manage research studies, analysing datasets with appropriate methodology to answer research questions, supported by the systematic review of literature
- Present at global public health and scientific conferences, programme area meetings and other meetings
- Be responsible for managing own workload, including developing objectives and reviewing progress against these
- Contribute to teaching/training initiatives and activities (including to the development of teaching material and courses)

Person specification
Essential:
- MSc in Epidemiology, public health, global health or allied discipline or equivalent level of experience/education
- Knowledge of principles and practice of surveillance, including data management, data transmission, data security, data quality, data analysis including descriptive statistics and graphics and data reporting
- Experience of interpreting and evaluating epidemiological data, and sensitive health data analyses
- Knowledge and experience of common statistical tests and analyses and interpret results appropriately, including for research purposes
- Knowledge of the global public health environment including the International Health Regulations (IHR)
- Understand of information governance including data protection and confidentiality requirements
- Excellent oral and written communication skills with proven presentation and report writing skills
- Proficient in common statistical/database/mapping tools such as Microsoft Excel (essential), STATA, R, GIS, network analysis, SQL, etc (desirable).
- Able to build and maintain effective relationships with co-workers and key stakeholders
- Able to work under own initiative, respond to sudden unexpected demands whilst maintaining a professional calm and efficient manner

This role is based at overseas at Montserrat. Please note that hybrid working is not available for this role.
