Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital. 

Headquarters Regional Command (RC) provides support to the Army in the United Kingdom and overseas in Germany, Brunei and Nepal. A key pillar of this support is management of the White Fleet (WF) vehicles across the entire Army enterprise. It was identified that current WF delivery is inefficient, principally due to fragmented fleet management, distributed accountability, and low utilisation. 

Measures to address these issues are being introduced and key to this is the employment of a National Fleet Manager (NFM) as the senior manager across all areas of the UK and overseas through three Regional Fleet Managers (RFMs (North, Centre & South)), with Local Fleet Mangers (LFMs) in each region reporting to the RFM for all WF matters. This sits firmly in the operational delivery space, with financial oversight and assurance of policy implementation also key.

Under this new structure and policy, you will be at the forefront of delivering a major policy and cultural change in the way the army efficiently uses its WF assets. You will have significant autonomy to support the entire national and overseas enterprise to ensure standard process is carried out by the three RFMs and a consistent narrative is provided across Army enterprise.

This position is advertised at 37 hours per week.

Job description

As NFM you will be empowered and supported to provide advice and guidance to an established team of RFMs and LFMs. You will ensure that each RFM works within the team to ensure compliance with MoD Transport Policy. Through regular weekly, monthly and quarterly programme meetings you will conduct local customer engagements and seminars to actively monitor and record fleet performance. As the NFM you will use the RFMs data analysis and information to brief the hierarchy across Army  on all national WF transport matters, optimisation and performance boards will be used to demonstrate efficiencies and savings across the Army enterprise.

This role is a key post in a new organisational structure being implemented by Regional Command as part of White Fleet (WF) Optimisation Programme directed by the Deputy Chief of the General Staff (DCGS). This strives to implement policy and cultural changes across the Field Army to deliver significant cost savings over ten years and improve the efficiency of how the army utilises its WF (non-military administrative vehicles).

The National Fleet Manager (NFM) is responsible to the Senior Logistic Support Manager for the coordination of civilian vehicle provision though aligned Regional Fleet Managers (RFMs) and Local Fleet Mangers (LFMs). The NFM is a key role in the WF delivery team providing a single point of contact for RFM’s and Regional Points of Command (RPoCs). The role enables the timely and consistent dissemination of current policy and contractual advice on The Authority’s WF contract and in accordance with Army Policy. This includes achieving Value for Money (VfM) options, training to RFMs and LFMs, approving cases and quarterly assessments of WF usage. This is an outstanding and exciting multidisciplinary role with influence right across the Army. No two days are the same and the evolution of WF Management ensures that the post will never be boring!

Person specification

This is an excellent opportunity for an individual who is confident, assured, and proactive. You will be empowered to work autonomously within your designated area leading transport issues and raising, as required, issues to the Senior Logistic Support Officer. You will be required to provide daily advice and guidance to RFM’s and RPoCs ensuring MoD Transport is delivered efficiently and ensuring VfM. This role ideally suits those with a strong background in transport management however suitable training will be given to the successful candidate. Leaning on strong social skills you will also be proficient in the full range of MS Office software, specifically Word, Outlook and Excel and further training will be given on the MoD specific MT IT Systems.

Hybrid working is encouraged (split 60% in office, 40% WFH), but you will be required to be in the office when directed by the Senior Logistic Support Officer for key events or peak assessment periods. Diligence, a strong work ethic, a solution based approach are key attributes to enable the NFM to provide the firm but effective support we aim to deliver to Field Army, while implementing policy and enabling VfM to be achieved. 

The successful applicant will hold or be prepared to acquire (within 6 months of appointment) the following:

  • Full UK Driving Licence
  • Passport
  • Certificate in Professional Competence (Transport) Manager Freight or Passenger (2 Weeks) and Defence Transport Manager (2 Weeks).
  • Please note that HQ Regional Command supports reimbursement of approved professional membership fees.

It is desirable that the successful applicant has or is willing to gain:

  • Experience with Microsoft Office applications including Teams, Word, Excel, Outlook and Power Point
  • Experience or familiarity with Power BI or other Power Apps (e.g. Power Automate, Flows)
  • Interest in pursuing further professional development.
  • Knowledge of Transport Management
  • Previous experience working with the Army
  • Budgetary knowledge

    However full training will be given upon appointment.
